The Taqaddam Party, headed by Muhammad al-Halbousi, said yesterday, Wednesday, that the absence of the Speaker of the House of Representatives is one of the reasons that led to the suspension of the general amnesty law.
The party’s spokesman, Yahya Al-Muhammadi, said in an interview with (Al-Mada), that “we are waiting for our partners in the state administration coalition to proceed with the implementation of the political agreement paper, which included the approval of the general amnesty law.”
He added, "The general amnesty legislation will solve the prison problem. There are many detainees who entered during sectarian tension and we believe they are innocent," pointing out that "the draft law does not include removing terrorists from prisons," noting that "the absence of the Speaker of Parliament is one of the reasons that delayed its approval."
Earlier, a member of the House of Representatives, Firas Al-Muslimaoui, denied the existence of loopholes in the draft general amnesty law that would allow “terrorists” to be released from prisons, indicating that the reading and approval of the law in Parliament would take place after the position of Speaker of the House of Representatives was decided.
Al-Muslimaoui said in an interview with Al-Mada that “the general amnesty will not include terrorists,” explaining that “the draft law has not reached the House of Representatives yet.”
It is noteworthy that the general amnesty law sparked a lot of controversy between the various political forces as it is concerned with the release of many defendants, especially those who were subject to terrorism penalties, as Parliament had previously stumbled in legislating the law despite it being recorded on the agenda of its sessions.
