Female MP: Including begging and electronic blackmail in {child protection}

The Women, Family and Childhood Committee in the House of Representatives acknowledged the sensitivity of the Child Protection Law, noting that the paragraphs on begging and electronic blackmail were added to the draft law before it was enacted.
Committee Chairwoman Dunya Al-Shammari said in an interview with Al-Sabah: “The draft law is sensitive and must be given great attention,” noting that “it is different from other laws in terms of scrutiny of every paragraph and word in it, so that it is not misunderstood or becomes a loophole that can be used to commit violations.”
Al-Shammari added that “the law protects the family in general and the child in particular, and is the basis for building society, and therefore it must be taken care of,” calling for “the inclusion of paragraphs in the child protection law that are of great importance and constructive at the same time, as is the case with the solid paragraphs in the laws granting citizenship or health rights and compulsory education and other laws in force.”

The head of the committee explained that “there is a new situation that emerged after 2003, and today we are living the technological development that has invaded the world and Iraq in particular, which requires the creation of paragraphs that address the problems of begging and forcing children to do so at intersections and residential areas, in addition to the electronic blackmail that society suffers from.”
For her part, Lina Ali, head of the Observatory for the Defense of Women and Children’s Rights, said: Iraq needs a law that protects the weakest group in society, which are children, from everything they are exposed to.
Ali pointed out, in an interview with “Al-Sabah”, that “the laws that were enacted after 2003 and related to the family and child were not sufficiently sound to protect the child from all types of persecution or deprivation, whether electronic blackmail, begging or domestic violence,” calling on “the authorities responsible for the communications and internet sectors to control social media and prevent any abuse or offensive topic that could violate the innocence of children, by taking measures that begin with closure, accountability and fining.”
The head of the observatory added that “the phenomenon of begging is increasing daily despite the enactment of prohibitive laws and the holding of seminars in which specialists talk about its dangers. However, we see the exploitation of children in this phenomenon, which falls under the name of (human trafficking) through the presence of groups that trade in them.”
