Seventeen Kurdish parties in Kirkuk announced on Sunday an agreement stipulating that the position of governor would be for the Kurdish component, and that a provincial council session should be held to continue forming the local government.
The official of the Kirkuk branch of the Kurdistan Democratic Party, Muhammad Kamal, said, “The meeting of the officials of the seventeen parties in Kirkuk was to reach understandings on the formation of the new Kirkuk local government, and the attendees came out with a set of important recommendations.”
He added, "The attendees asked the members of the provincial council to hold a quick session to choose a new president and governor. The Kurdish parties agreed that the governor should be Kurdish, since the component has 7 seats in the council."
Kirkuk Governorate is witnessing a political crisis regarding the formation of the local government. Seven months after the announcement of the results of the provincial council elections in January 2024, the provincial council was unable to hold a session to choose the governor, the head of the provincial council, and their deputies, due to the failure of the political blocs to reach an agreement in this regard.
Kirkuk Provincial Council held its first regular session last Thursday to elect a new governor and head of the provincial council, headed by the council’s technical assistant to the governor, Ali Hammadi, amid tight security measures with the deployment of elements of the Iraqi police and army.
Last Thursday, July 11, the oldest member of the Kirkuk Provincial Council, Rakan Saeed Al-Jubouri, adjourned the first session until political agreements are reached to form the local administration.
The day before yesterday, Friday, the Arab bloc in the Kirkuk Provincial Council held the Patriotic Union of Kurdistan responsible for the delay in deciding on the formation of the local government for Kirkuk, stressing that the union refuses to give up the position of governor and this is the main reason for the failure to hold the first session of the Provincial Council.
The member of the provincial council for the bloc, Ibrahim Muhammad Al-Hafez, said, “There is a strategic alliance between the Arabs and the Turkmen, and we are working together to form the Kirkuk administration, as this delay harms the interests of the components of the province, and affects the level of providing many works that benefit the citizens of all their nationalities.”
He added, "The Patriotic Union of Kurdistan insists on assuming the position of governor, and this matter is the main obstacle to proceeding with the formation of the Kirkuk government because the insistence on assuming the position makes the Arabs demand it as well, since they have six seats in addition to two seats from the Turkmen Front, which makes them equal to the seats of the Kurdistan Union."
