    Shafaq News/ The American website "Al-Monitor" reported on Saturday that Istanbul will host next Thursday a quadripartite ministerial meeting of the countries participating in the "Development Road" project, which aims to link Basra to Turkey and beyond.
    The American website quoted the Turkish Minister of Transport and Infrastructure, Abdulkadir Oraloglu, as saying in a report translated by Shafaq News Agency, that: The meeting will be held in the Dolmabahce Palace in Istanbul, which was the headquarters of the last Ottoman sultans.
    According to the report, Turkey will host ministers from Iraq, Qatar and the UAE on August 29 to discuss the ambitious project.
    The report quoted the Turkish minister as saying: The ministers will meet to take "important decisions."
    After noting that Qatar and the UAE are considered potential investors in the project, the report stated that the project, estimated to be worth about $20 billion, was formalized during Turkish President Recep Tayyip Erdogan’s visit to Baghdad last April.
    While the report indicated that Iraq possesses about 10% of the world's oil reserves and represents 5% of global production, it said that energy will play a pivotal role in the project, while the Iraqi government believes that the project will significantly reduce the cost of trade between China and Europe.
    The report quoted Turkish academic Nejat Tamzuk as saying: “The project is expected to reduce the time it takes to transport goods between the port of Shanghai in China and the port of Rotterdam in the Netherlands, from 33 days to 15 days. It is not limited to the transportation infrastructure only, but also includes energy and communications transmission lines.”
    The report saw that the Istanbul meeting next Thursday comes against the backdrop of increasing efforts between Iraq and Turkey to develop bilateral relations, including Turkey and Iraq announcing last week the signing of a military cooperation agreement described as "historic."
    The report added that analysts say that Turkey and Iraq have signed many agreements in the past, but they were rarely fully respected.
    The report quoted Arzu Yilmaz, a professor at the University of Kurdistan in Hewler, as saying: “Concluding new deals to transport oil from Basra while the current Kirkuk-Yumurtalik oil pipeline between Turkey and Iraq is still closed does not inspire confidence.”
    Yilmaz also pointed out that the drought issue in Iraq has taken on more serious dimensions, but the water-sharing agreement between Iraq and Turkey has not yet been successfully reached.
    It is worth noting that the "Development Road" project is a land and railway road extending from Iraq to Turkey and its ports. The length of the road and railway is 1,200 kilometers inside Iraq, and it aims primarily to transport goods between Europe and the Gulf countries.
    The project's investment budget amounts to about 17 billion US dollars, of which 6.5 billion is for the expressway, and 10.5 billion for the electric train. It will be completed in 3 phases, the first ending in 2028, the second in 2033, and the third in 2050.
    The project is expected to provide about 100,000 job opportunities in the first phase, and one million job opportunities after its completion.
