    By John Lee.
The U.N. Security Council unanimously agreed today (Thursday) to move several outstanding issues between Iraq and Kuwait from Chapter VII to Chapter VI of the UN Charter, reports Reuters.
Chapter VII allows the Security Council to authorize actions ranging from sanctions to military intervention if states do not abide by council demands, while Chapter VI urges countries to peacefully resolve any conflicts.
The council unanimously agreed that the issue of missing Kuwaiti people, property and archives should be dealt with under Chapter VI; the only issues linked to Iraq’s invasion of Kuwait that remain under Chapter VII are an arms embargo and Baghdad’s outstanding reparations of $11 billion, which it expects to pay by 2015.
The move by the council is a significant political boost for Baghdad as it struggles to restore its international standing.
The Security Council resolution recognized the importance of Iraq achieving international standing equal to that which it held prior to its invasion of Kuwait in 1990.
Reuters says there are still a range of Chapter VII issues imposed on Baghdad after Saddam’s ouster in 2003, including the freeze and return of Saddam-era assets and trade ban on stolen Iraqi cultural property.

the liberation of the country from international restrictions.

The Alldorki stated that freedom from these sanctions, which included 60 law restricted the Iraq and stopped his movement in the fields of finance, investment and economic development.

what more can a duck say then this?

Going to try and help out here the way duck has explained it to me. Iraq would like to manufacturer their own weapons, now I am not sure if they can yet but, we are shipping them F-16's and they already got helicopters and tanks so, I say this isn't nothing other than Iraq wanting the approval to manufacturer their own. See thread below.. ;)

Now on the rest of that above, gotta love the international standings coming and the comments of like before the sanctions ... ;)

    Also,
the liberation of the country from international restrictions.

what more can a duck say then this?
So I say, "either you believe or you don't... ;)

A United Nations Security Council mandated arms embargo has existed on Iraq in various forms since 1990 in Resolution 661. Until 2003, the arms embargo applied to the whole territory of Iraq. However following the war in Iraq in 2003, and the fall of the regime, the embargo has been modified in subsequent resolutions in 2003 and 2004 so that arms sales to the Government of Iraq are permitted, but not to other end-users.

In August 1990 Security Council resolution 661 established comprehensive sanctions against Iraq, including an open-ended arms embargo. This was passed in reaction to the continued occupation of Kuwait by Iraq, following the invasion days earlier.

Resolution 661 decided that states should prohibit ‘the sale or supply by their nationals or from their territories or using their flag vessels of any commodities or products, including weapons or any other military equipment, whether or not originating in their territories’.

In April 1991, following the restoration of sovereignty to Kuwait in February, the UN passed Security Council Resolution 687, asserting that it wished to remain ‘assured of Iraq’s peaceful intentions', especially with regards to its WMD programme. The Resolution continued the existing arms embargo and demanded that Iraq end its activities related to chemical, biological and nuclear weapons and ballistic missiles with a range greater than 150km.

In May 2003, following the fall of the Iraqi government, the UN Security Council modified the sanctions regime in UN Security Council resolution 1483. The arms embargo on Iraq was maintained, with a provision permitting transfers required by a newly established authority to maintain security in Iraq and along its borders.

Resolution 1483 decided that ‘with the exception of prohibitions related to the sale or supply to Iraq of arms and related materiel other than those arms and related materiel required by the Authority to serve the purposes of this and other related resolutions, all prohibitions related to trade with Iraq and the provision of financial or economic resources to Iraq established by resolution 661 (1990) and subsequent relevant resolutions, including resolution 778 (1992) of 2 October 1992, shall no longer apply’.

In June 2004 UN Security Council Resolution 1546 decided that ‘the prohibitions related to the sale or supply to Iraq of arms and related materiel under previous resolutions shall not apply to arms or related materiel required by the Government of Iraq or the multinational force’ while stressing that all states were obliged to abide strictly by the restrictions on supply of arms to other end-users in Iraq.

Immediately following the action in the Council chamber, Hoshyar Zebari, the Foreign Minister of Iraq, who had attended the meeting, hailed the decision as an “historic landmark” in relations between his country and Kuwait.

He told reporters that the resolution was making “Chapter VII a thing of the past and… concentrating on the present and the future.” Both countries were cooperating in good faith and managed to close all the files on Chapter VII issues.

these issues remain but have nothing to do with the currency of the country !
