By Nidal al-Mughrabi BAGHDAD (Reuters) - Popular cleric Moqtada al-Sadr retained the lead in elections in May and will play a pivotal role in forming the country's next government, results showed on Friday.
On Friday, the Independent High Electoral Commission (IHEC) issued on its website the results of the manual counting ordered by parliament in June after widespread allegations of irregularities cast a shadow over the integrity of the electoral process.
The Commission said that the results of counting and manual counting in 13 of Iraq's 18 governorates are identical with the preliminary results.
Three months after the elections, winning parties are still negotiating the formation of the next ruling coalition, with no sign of an impending outcome.
The recount did not change the initial results significantly. Sadr kept the same 54 seats.
A group of leaders of Iranian-backed Shiite groups remained in second place after Sadr's bloc but gained an additional 48 seats, with current Prime Minister Haider al-Abadi remaining in third place with 42 seats.
Abadi is seeking a second term and leading a fragile transitional government until a new government is formed.
Political uncertainty over the formation of the new government has raised tensions at a time when Iraqis are impatient with poor basic services, unemployment and a slow pace of reconstruction after a three-year war against Islamic state organization.
The anger is mounting as frequent protests are being held, backed by the top Shiite cleric Ayatollah Ali al-Sistani in the mainly Shi'ite southern provinces.
Sadr, who backs the protests, issued a list of 40 conditions he says the new prime minister must meet, including political independence, non-re-election and his bloc joining a coalition. He said he would be in the opposition unless the conditions were met.
Manual recounting has been the subject of a political dispute from the outset, although it was never expected to change the results on a large scale.
The Independent Electoral Commission said on Monday it had completed the recount but had to shorten the operation in Baghdad because the ballot papers were destroyed by a fire in a warehouse two months ago.
The fire broke out hours after the parliament's decision to re-count and freeze the work of the leadership of the Electoral Commission and the formation of a committee of judges, after a government report concluded that there were serious irregularities in the preliminary screening using the system of electronic screening.
The electronic system was intended to assist in the organization and rapid completion of counting and sorting. Critics, however, argued that the system used for electronic voting machines was used for the first time and was not safe enough.
The Electoral Commission ignored the anti-corruption warnings of the credibility of electronic devices used in the elections, according to a document seen by Reuters.
There are accusations of tampering with these devices, which were reported by South Korean company Mero Systems in a deal with the Independent High Electoral Commission, which led to a recount of votes manually.
Concerns are focused on discrepancies in the counting of votes through the apparatus, especially in the mainly Kurdish province of Sulaymaniyah and the ethnically mixed Kirkuk province, and signals that devices may be manipulated or hacked to change the outcome.
However, the results of the recount did not show any significant changes in either province.
