Decisions of the Council of Ministers Session No. 1 in 07/01/2014

Cabinet held its regular first in Baghdad (Tuesday, January 7, 2014) under the chairmanship of Prime Minister Nuri al-Maliki, the Cabinet discussed the situation in Anbar province and regions in confrontations with terrorists and groups cooperating with them.

Declaring the Council of Ministers unanimously support the army and the security forces and tribal jealous in the face of terrorist groups, he emphasizes:
First, stand with the armed forces and security services and to support the heroic efforts to defeat terrorism, along with the tribesmen in Anbar and other sites that are now experiencing confrontations with the regulations (and Daash Qaeda) terrorists and their collaborators.

As issued by the Council following decisions:
1 - Approval Mayati:
A - re-staff of Iraqi refugees returning home to their jobs and to consider the migration period vacation without pay.
B - the inclusion of returning Iraqi refugees who do not have the sufficient qualifications programs and the Ministry of Labor and Social Affairs and private small and income-generating.
C - the development of an appropriate mechanism and coordination with the relevant ministries to ensure acceptance of the sons of families belonging in schools and colleges and the corresponding inside Iraq by both the academic specialization.
2 - Approval of Mayati:
A - continue to pay the salaries of contractors with the ministries and state institutions.
B - the formation of a committee of the General Secretariat of the Council of Ministers and the advisers and the Ministry of Finance to study the issue and contractors to submit proposals to the Council of Ministers to deal with their situation, and with the diagnosis of the irregularities that took place during the years 2012 and 2013 to take legal action on them.
3 - Approval of Mayati:
A - authorize the Minister of Commerce Mr. (Khairallah Hassan Babiker Mohammed) to negotiate and sign a draft agreement on a comprehensive partnership between the Government of the Republic of Iraq and the Government of Japan, the auditor by the State Council, as amended, based on the provisions of Article (80 / item VI) of the Constitution, taking into account the recommendation of the General Secretariat of the Council of Ministers by adding the following text (with the Aakhalv their international obligations) to the end of the body of the article (16) of the draft Convention, with the inclusion of the draft convention paragraph address the situation of the presence and work of the Japanese Agency for International Development (JICA) and the end of the work to the Convention on Economic and Technical Cooperation between the two countries 1974 in accordance with the mechanism set out in the Convention.

7 - to approve the bill by the Fifth Amendment to the Law maintenance of irrigation and drainage No. (12) for the year 1995 the auditor by the State Council, and referred to the House of Representatives, according to the provisions of Articles (61 / item first) and (80 / item II) of the Constitution.
8 - approving the recommendation of the Committee on Energy on the Assignment of Tender No. P/2171/EPC/2013 investment - venture refinery in Karbala capacity (140,000) barrels / day - Oil Projects Company on the consortium headed by the Korean company Hyundai and the total amount of $ (6,040,113,631) six billion forty million and one hundred and thirteen thousand, six hundred and thirty-one dollars, and the duration of the implementation of (54) fifty-four months.
9 - assigned to the Ministry of Construction and Housing detect buildings of the Iraqi Federation of Industries and provide the minutes of the disclosure includes the estimated cost of the project to rehabilitate the buildings and submitted to the General Secretariat of the Council of Ministers for the purpose of submission to the Council of Ministers.
