[size=15]A report by "Al-Jazeera Net" revealed, on Saturday, the total number of top jobs in Iraq, indicating that it outperforms large countries such as Britain and America.

[size=15]The report, which was affiliated with the NRT website today, (May 1, 2021), talked about the financial total for the salaries of deputy ministers and general managers, pointing out that 90% of them lack specialization in work.[/size]

[size=15]In addition to the large number of deputy ministers and general managers, there are 23 ministers and 325 deputy ministers, in addition to the three presidents, so that the total number of top jobs in Iraq is about 6 thousand .[/size]
[size=15]The dream of Moataz Al-Waeli, who holds a doctorate in statistics, continues to dissolve into government appointment because of the promises he described as "false", while his peers who hold higher and academic degrees continue to demonstrate in order to achieve the same dream after a painstaking study that has lasted for years .[/size]
[size=15]In the fiscal budget of Iraq for the year 2021, the job grades for the positions of "Undersecretary" and "General Manager" reached the highest level, surpassing large countries such as Britain and America, reaching about 511 degrees (A) and about 5030 degrees (B).[/size]
[size=15]According to the laws in force, the Iraqi legislature divided the employees into 10 job ranks, in addition to the (A) grade for those appointed after the Iraqi parliament voted in their favor, in the position of deputy minister or secretary and advisor in the three presidencies up to the rank of ambassador, and the higher degree (B) according to the Iraqi legislator It includes the general manager jobs and the higher supervisory duties, and then the job ranks are divided from the tenth hierarchy down to the first degree .[/size]
[size=15]Al-Waeli describes that as one of the gates of financial waste and satisfying the political blocs that now control everything in the country, stressing the need to continue popular demonstrations to end corruption and gain the people their constitutional rights .[/size]
[size=15]Al-Waili refuses to root the role of ethnicity, subordination, or partisanship in holding the joints of implementation and preventing the political corruption system taking over - according to him - in the future to neutralize favoritism, factionalism, and quotas at the expense of the institutions of the capabilities of the people and the state.[/size]
[size=15]2021 budget[/size]
[size=15]At the end of March, the Iraqi parliament approved the fiscal budget for 2021 at 129 trillion, 993 billion and 291 million dinars (89 billion dollars), while the budget revenues were estimated at 101 trillion and 320 billion and 141 million and 985 thousand dinars, while the total deficit amounted to 28 trillion and 672 One billion and 867 million dinars (19.5 billion dollars) .[/size]
[size=15]The budget estimated the revenue calculation on the basis of $ 45 for the price of a barrel of oil, at the rate of exporting 3.25 million barrels per day, at a time when oil exports constitute 95% of the financial revenues of this budget.[/size]

[size=15]The expert in Iraqi economic affairs, Alaa Al-Asadi, expressed his surprise at the approval of the Minister of Finance, Ali Abdul-Amir Allawi, to appoint about 511 job degrees as deputy minister and 5030 job degrees as general manager, while Allawi issued an official letter in the middle of last month imposing taxes on the salaries of public sector employees to provide The cash flow of the state .[/size]
[size=15]Al-Asadi added that large countries such as the United States, Britain and India do not have such a number of deputy ministers' positions. He pointed out that India and Britain, which enjoy a gigantic economy, only have 25 deputy ministers, meaning one agent for each minister .[/size]

[size=15]In addition to the number of deputy ministers and general directors, there are 23 ministers and 325 deputy ministers, with the three presidents (the Republic - Parliament - Ministers) for a total of 5.892 degrees, who consume about 40% of the size of the federal financial budget, divided in the form of salaries, allocations, security protections and travel delegations, according to Al-Asadi. .[/size]

[size=15]The economic expert Mustafa Akram Hantoush believes that the Iraqi state in most of its joints depends in its administrative system on the expansion and centralization of the state, as the number of special degrees in Iraq depends on the basis that the Iraqi state has ramifications in all aspects of life (industrial, commercial, service, health, agricultural, Security, sovereignty), but added, "This system or this system is almost idle and the Iraqi street receives its services between the ravages of the private sector and the ravages of corruption ."[/size]
[size=15]Hantoush also indicated that this system has caused a clear sagging and the heaviest of the state's effort, and that the administrative system needs to be recognized that its shape is distorted and needs clear modification, such as converting public sector companies into joint stock companies and then mixing with capital and moving away from centralization.[/size]
[size=15]Earlier on Saturday, the Parliamentary Economic Committee confirmed that the volume of Iraqi funds that were smuggled out of the country amounted to about $ 500 billion.[/size]
[size=15]Committee member Mazen Abdel Moneim told NRT Arabia, "The time has come to retrieve this large and stolen money years ago, especially as Iraq is experiencing an economic crisis amid debts and a lack of non-oil revenues."[/size]
[size=15]He added that "it is necessary to act immediately on this money and recover it," criticizing "some Iraqi officials outside the country receiving pensions without the right after changing their job addresses."[/size]
