    Books / Sherzad Sheikhani...
The crisis surrounding the presidential candidate for the next session is almost killing the entire political process in Kurdistan, a crisis that will certainly cast a dark shadow on the entire political process in Iraq. Because the conflict around it is going on between two main parties that rule the Kurdistan region and share together to represent the Kurds in Baghdad, and thus it is a conflict that will withdraw with its devastating effects on Iraq in general because it will upset the existing political balances.
Although the political custom has occurred during the past years to allocate this position to the Kurdish component, including that it be from the share of the National Union, given that the presidency of the region and the presidency of the government in the Kurdistan region are in the hands of the Kurdistan Democratic Party led by Massoud Barzani, and although there is a strategic agreement between the two parties This agreement was valid at the time of the late President Jalal Talabani when he assumed the presidency of the Republic of Iraq in exchange for handing over the presidency of the region to Mr. Masoud Barzani, and the agreement remained in force despite the departure of Talabani when Dr. Fouad was nominated Infallible for two presidential terms.
But President Talabani’s absence from the political scene sparked Barzani’s ambitions to take full control of power in Kurdistan and aspire to establish himself as a main reference for the Kurdish people in dealing with Baghdad, so when the time for the election of the President of the Republic came in 2018, Barzani saw himself as the supreme reference for the Kurds in Iraq. He opposed the candidacy of Barham Salih for the position, thus violating the strategic agreements and power-sharing by presenting his candidate for the position, Dr. Fouad Hussein, his former office manager. But because of the repercussions of his uncalculated adventure in conducting the referendum to secede from Iraq and his bad relations with the Shiites, this led to a severe defeat for his candidate in those elections. Here, Barzani harbored a deep grudge against Barham and the National Union in general.
What helped Barzani to be alone in absolute power in Kurdistan was the great weakness that afflicted the National Union after the departure of Talabani and then the holding of the fourth conference of the party and the emergence of a number of new leaders with less political experience than the former elite, not to mention the unfortunate events that occurred on the eighth of last July, which scattered the ranks of the party. The leadership of the National Union and its dangerous repercussions on the internal situation of the party.
From the beginning, the leadership of the Kurdistan Democratic Party announced its opposition to the re-nomination of Barham Salih for the position, and there were messages and hints of Barzani's dissatisfaction with his candidacy for a second term, but it seems that the leadership of the Union did not understand the contents of those clear messages issued by a number of officials in Barzani's party, although those messages were It is quite clear, and the truth is that this party has put forward alternative solutions several times, with the need to nominate two personalities from the National Union for the position so that one of them will be chosen. That alternative was the tacit approval of Barzani's party to keep the position in the hands of the National Union on the condition that Barham Salih be overthrown. This was the second message that the leaders of the National Union did not understand either, so it continued with an amazing determination to nominate Barham despite all the objections.
It seems that the leadership of the National Union did not understand the dramatic changes that took place after the recent elections, as well as the agreements that resulted, in particular the agreement concluded between Barzani, the Sadrist bloc and the Sunni component. Practically speaking, Barzani's party no longer has only 31 seats in the Iraqi parliament, but rather increased the number of its seats according to that agreement. To more than 180 seats, his candidate for the position of the second deputy speaker of parliament won easily, which tempted the party leadership to set its sights on the position of President of the Republic as well, as it is currently guaranteeing a sufficient number to pass its candidate and overthrow his rivals.
The strange stubbornness of the leadership of the National Union to nominate Barham no longer has any meaning, as he is too weak to be able to confront Barzani's candidate, and the loss of this position from the hands of the National Union will weaken him greatly, especially since he does not have any real authority in Kurdistan because of the fall of the presidency The region, the government, and the parliamentary majority are in the hands of Barzani’s party. The only position left for this party to confirm its presence on the political scene is the position of the President of the Republic. Therefore, the National Union must recalculate before it is too late. Not at the level of Iraq.
It seems that the nomination of Mr. Hoshyar Zebari to compete with Barham Salih is the last message sent by Barzani to the leadership of the National Union, either withdrawing Barham’s candidacy and proposing another alternative, or proceeding to nominate his representative for the position and there are 180 guarantor seats in front of him to extract the position from the National Union.
There is only one opportunity for the leadership of the National Union, which is to withdraw Barham's candidacy and put forward the name of Dr. Latif Rashid, who also submitted his papers for candidacy. On the one hand, he belongs to the National Union and is affiliated with the Talabani family. He also has good political experience through his long-term work with President Talabani, and he has extensive relations with Shiite and Sunni leaders through his work within the framework of the former Iraqi opposition, as well as his work in the Iraqi government as Minister of Irrigation. In addition to all of that, it may be more acceptable to Barzani as the middle solution to the current dilemma. Thus, the National Union ensures that the position is not lost from his hand, and Barzani's party guarantees achieving its goal by excluding Barham Salih. There is no third option and the lesson is what happened.
