Parliament ends the first reading of six laws, including the law of the Iraqi National Security Service
Shafaq News/ The House of Representatives, in its fourteenth session, which was held today, Thursday, headed by Shakhwan Abdullah, Deputy Speaker of the House, and in the presence of 177 deputies, finished the first reading of six bills.
The Council started its session with the first reading of a draft law ratifying an agreement between the Government of the Republic of Iraq and the Government of the Republic of Tunisia regarding air services between their regions, submitted by the Foreign Relations Committee to enhance cooperation in establishing and operating international airlines between and beyond the regions of the Republic of Iraq and the Republic of Tunisia on the routes specified in the annex to the agreement.
The Council completed the first reading of the draft law on the accession of the Republic of Iraq to a protocol to amend the agreement on crimes and some other acts committed on board aircraft and submitted by the Foreign Relations Committee in order to preserve the safety of aircraft, people and property from the danger that threatens them or that may disturb good order and discipline on board and with the aim of expanding The scope of the State's jurisdiction over related offenses and the introduction of new measures to punish aircraft passengers who pose a threat to flight safety.
The House of Representatives completed the first reading of the draft law ratifying the maritime transport agreement between the government of the Republic of Iraq and the government of the Arab Republic of Egypt, submitted by the Foreign Relations Committee to develop and document brotherly relations between the Republic of Iraq and the Arab Republic of Egypt in the field of maritime transport.
The Council completed the first reading of the draft law on Iraq's accession to the 2005 Protocol related to the Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms on the Continental Shelf for the year 1988, in order to strengthen the procedures for suppressing illegal actions stipulated by the law.
The Council concluded the first reading of the draft law, the first amendment to the law regulating agricultural lands and granting the right to dispose of them for agricultural graduates and veterinarians No. 24 of 2013 submitted by the Agriculture, Water and Marshes Committee with the aim of including graduates of agricultural departments in technical and technical institutes and agricultural preparatory institutions by renting agricultural lands and owning the right to dispose of them and authorizing the Minister of Agriculture to put Criteria for comparison between those covered by the provisions of the law to obtain agricultural lands and addressing the problems and obstacles that accompanied the application of the law that negatively affected the rights of the tenant and his heirs.
The Council also completed the first reading of the draft law on the Iraqi National Security Agency submitted by the Security and Defense Committee to create an Iraqi national security agency that undertakes the use of intelligence and security means in clear scientific, technical and methodological ways to preserve the state from threats that aim to undermine the entity of the state and the security, stability, development and other basic interests of society. In cooperation with other concerned state agencies and in order to establish a legal framework for intelligence and security activities in a manner that guarantees respect for the rights of individuals.
