The Council of Ministers of the Kurdistan Region held, on Wednesday, its regular weekly meeting headed by Prime Minister Masrour Barzani and discussed a number of files included in its agenda.
In the first paragraph of the agenda, the Council of Ministers reviewed the results of the recent visit of the high-ranking delegation of the Kurdistan Regional Government and its meetings with the negotiating delegation of the federal government on 11/12/2022, with regard to files (the budget, oil and gas, border crossings, the Office of Financial Supervision), which were presented by Finance and Economy Minister Awat Sheikh Janab and the rest of the delegation.
The Prime Minister praised the delegation and its efforts, and reaffirmed the desire of the Kurdistan region to solve problems with the federal government in accordance with the constitution and within the framework of the agreement of the political forces that formed the government and the ministerial platform approved by Parliament.
The Council of Ministers welcomed the decision of the Federal Council of Ministers last week to spend 400 billion dinars as part of the region's dues, and directed the Ministry of Finance and Economy to continue communicating with the Federal Ministry of Finance to complete the procedures for sending the amount as soon as possible to include it in the region's general expenses.
The Council instructed the negotiating delegation to intensify its meetings with the federal government after the New Year holidays, with the aim of continuing to implement the budget law for the year 2021 and sending the share of the Kurdistan region until the approval of the draft federal budget law for the year 2023 by the Ministerial Council, according to what was stated in the ministerial curriculum.
The second paragraph of the agenda was devoted to presenting the report of the Ministry of Martyrs and Anfal Affairs regarding the provision of services to the families of martyrs, Anfal, political prisoners and detainees, which was presented by the Minister of Martyrs and Anfal Affairs, Abdullah Mahmoud.
After discussing and exchanging views, the Council of Ministers praised the Ministry for taking a number of decisions that are in the interest of the families of the martyrs, the Anfal, prisoners and political detainees, and decided to intensify efforts with the federal government, in accordance with the permanent constitution of Iraq, in order to oblige the federal government to assume its responsibilities in providing compensation due to the families of the martyrs and Anfal. And political prisoners and detainees, who are victims of the previous regimes, and this was stipulated in the constitution as one of the rights and entitlements of the region.
In the third paragraph of the agenda, the head of the Environmental Protection and Improvement Authority, Abd al-Rahman Siddiq, presented a report on the plan of the Council for the Protection and Improvement of the Environment of the Kurdistan Region for the year 2023 to confront climate change and its consequences and negative effects on the Kurdistan region and Iraq, through the implementation of national charters in which the Kurdistan region played a major role. In its preparation, especially with regard to water scarcity, desertification, rising temperatures, and declining green spaces, the report touched on opportunities to benefit from international institutions and countries’ experiences in using renewable and clean energy sources, climate-smart agriculture, economic diversification, interest in environmental investment, establishment of natural reserves, and recycling of heavy water and waste.
The Prime Minister praised the Environment Protection and Improvement Authority and Council for their projects, plans and efforts, and pointed to the seriousness of the negative effects of climate change on the lives of citizens, and stressed the need for ministries to take the necessary measures to confront the risks of climate change, including the construction of dams and ponds and increasing the level of green spaces in the region Kurdistan, reducing toxic gas emissions, especially carbon dioxide, and other measures.
The Council of Ministers approved the proposals and recommendations of the Commission and the Council for the Protection and Improvement of the Environment, including activating and paying attention to the Supreme Council for the Protection and Improvement of the Environment in the Kurdistan Region, which was formed under Law No. The Environment Agency to achieve its goals in protecting and improving the environment, especially with regard to the harmful effects of climate change, which has become a global concern with a political, demographic and social impact. h
