    He added, “The dirtiest wars are water wars, which are crimes against humanity that allow Iraq to resort to the United Nations and the Security Council and to request that the file be referred to the International Criminal Court, just as Iraq has the right to Resort to the International Court of Justice, and Iraq previously filed this lawsuit against Turkey before the International Court of Justice, but lost it.” , As the court rejected it on the grounds that Iraq does not benefit from the surplus water that goes to waste to the Shatt al-Arab and that was in 1987, but now the situation has changed and Turkey built dams and prevented water completely, and this violates international laws and the above agreements. 
    And he indicated that "Iraq can resort to one of the international arbitration schools because international arbitration and there are countries that resort to it in resolving disputes, as in the dispute of China, the Philippines, Russia, Georgia, Qatar and Bahrain, as this is the best solution with the presence of arbitration schools in Britain, France, the Emirates, Qatar, Cairo and others.” 
    He pointed out that there are international agreements that regulate the issue of water, including the Lausanne Agreement of 1923 and the Friendship Watch of 1946, and bilateral agreements and protocols between Iraq and Turkey, including 1977, 1997, and 2007, as well as the International Sewerage Law of 1977 and the United Nations rules of 1964. ended 25 n
