Health, education, water, sanitation, and electricity, along with housing, are among the priorities, because they represent the basic human needs, after food and security, and because they are, political systems and governments give them their primary attention, and search for the best ways to secure those needs, and it is known that these requirements should To be sustainable, because any defect would create a state of confusion. In countries known for their economic, political and security stability, and considered among the strong countries, the electrical power was cut off in some of their cities as a result of emergency circumstances. These cities witnessed complete chaos, as looting and abuses spread. On the other hand, let us imagine the scene if such services stopped, or if their gap widened in any country?!
Therefore, ensuring the provision and sustainability of these requirements requires sustainable efforts, taking into account population increases, securing financial allocations, and clarity of vision to know where we are and what we want? And that this vision should be with development paths and stations that cover all stages of a person’s life, from birth to old age. Provided that the human being is an active and essential part of those plans, implementation, and financing!
Here, such talk may arouse people’s ire, especially with regard to the financing part, in light of the widespread culture that the state (government) must provide everything for free from the needle to the missile, even if the missile is an intercontinental ballistic missile!!, with reference to This free service caused the ruin of services, because people dealt with it (without any pain), and the more the state continued to provide these services for free, the “amount” of indifference to them increased! According to this principle, most countries have left “free services” even in countries governed by socialist regimes! The citizen became an essential partner in it, and began to care for it as much as he cares for his own property.
Perhaps the idea adopted by these countries is to create funds to finance basic services, with the government bearing the largest percentage of the balance of these funds, while there is a contribution for the people at a rate of (25%), which is a small percentage compared to the size and cost of the services that people obtain. In addition to the taxes that citizens pay for their use of roads and others, as a result, these countries have succeeded in ensuring the continuity of services, with strict legalization, by citizens.
Here I find it appropriate to move towards establishing funds to finance basic services, such as the Health Insurance Fund, as an introduction and experiment for the rest of the funds. If this experiment succeeds, it will be generalized to the rest of the joints, and if it fails, we will identify the causes of failure and address them, in a way that is commensurate with the need for funding and the level of services that are provided. The citizen needs it, without forgetting the partnership with the private sector, in financing these funds, which cover health, education, and housing, provided that the maintenance of such assets is guaranteed, and the costs of operating them are guaranteed.
