Finance Minister Taif Sami confirmed today, Wednesday, that the Kurdistan government did not deposit any amounts into the region’s treasury account.
The Media Department of the House of Representatives said in a statement received by Mawazine News, that, “Under the guidance of the Presidency of the House of Representatives, the Finance Committee, headed by Atwan Al-Atwani, Chairman of the Committee, and attended by all its members today, held an expanded hearing based on the oversight aspect, during which it hosted the Federal Minister of Finance, Taif Sami, and the Minister of Finance and Economy.” In the Kurdistan region, Awat Sheikh Jah Nab, the head of the Federal Oversight Bureau, Ammar Al-Mashhadani, the head of the Prime Minister’s Office in the region, and the accompanying delegation to follow up on the implementation of the instructions of the Federal General Budget Law, oil and non-oil revenues in the region, in addition to the file of loans granted.”
She added, "Deputy Speaker of the House of Representatives, Shakhwan Abdullah, welcomed during the session, part of which he chaired, the finance ministers of the center and region and the accompanying delegation," stressing that "the Council supports all the recommendations taken by the Finance Committee to reach fruitful results, indicating the committee's keenness to solve the problems." Relationship with this file in a way that ensures reaching outcomes that meet the requirements of the street.”
The Chairman of the Finance Committee pointed out, according to the statement, that “there are problems regarding the implementation of the budget items related to the Kurdistan region, which requires concerted efforts,” noting the importance of the session in order to reach comprehensive results, adding that “the Finance Committee is charged with following up on the extent of commitment in implementing Articles 12-13-14.” , related to the oil, non-oil and tax revenues of the region, noting that there are matters that need real treatment between the center and the region. her part, Federal Minister of Finance Taif Sami explained that “the ministry works in accordance with the laws of financial management and the federal budget in financing and implementing projects, indicating the opening of an account On the basis of this, the region is committed to placing revenues as it represents the region’s treasury, but no sums of money have been deposited in it, reviewing the procedures of the Ministry of Finance regarding the details related to the regions’ articles within the Federal Budget Law.
The statement indicated, “The committee heard the review of the head of the Audit Bureau .” Ammar Al-Mashhadani regarding the Bureau’s procedures in following up on the implementation of budget items, preparing a detailed report and issuing special recommendations regarding them, in addition to presenting comments regarding auditing the incoming data,” revealing that “the final report on auditing the entire database will be submitted tomorrow.”
The statement pointed out that "the Minister of Finance and Economy in the Kurdistan Region provided an explanation of the issues and the general situation of the mechanism for implementing budget instructions, in addition to discussing the region's share in the budget, and the details of the actual agreement and expenditures for investment projects, while an explanation was presented with the details and tables listed for expenditures and revenues."
The statement continued, "Members of the Finance Committee focused on the amounts of total oil and non-oil revenues and border crossings achieved, actual spending and the extent of the region's commitment to implementing the budget items, in addition to discussing the issue of the region's employees, and how to settle their salaries in banks approved by the Central Bank, where it was emphasized that a contract would be held."
