The complex conflicts between the political parties in Kirkuk Governorate continue to contribute to the faltering negotiations to form the local government in the governorate, which has a diverse ethnic and national population.
Although four weeks have passed since the judiciary ratified the results of the local elections, the failure to hold the first session of the Council is still present, and this is a matter that intersects with the Provincial Councils Law, which requires holding the first session only 15 days after the date of ratification.
The political disputes in Kirkuk revolve mainly around the position of the governor, the chief executive official, and to a lesser extent around the position of the head of the provincial council, whose mission is to monitor and supervise the position of the governor.
The political conflict in this oil-rich province is represented by the conflict between the three main components in it, namely the Kurds, Arabs and Turkmen, along with a Christian minority, over the position of governor.
On Sunday, the Turkmen nationalist component in Kirkuk Governorate revealed its concerns about the plan to annex Kirkuk Governorate to the Kurdistan Region.
State of Law coalition member Jassem Al-Bayati said, “Kirkuk is going through a real political crisis in light of the intensification of the conflict within the provincial council after the equal number of seats between the Arabs and Turkmen on the one hand and the Kurdish parties on the other hand.”
He added, “There is a fear among the Arabs and Turkmen in the governorate that the Kurdish parties will return to the governorate and impose control over its capabilities.”
He pointed out that “the Kurdish parties are striving to annex large areas of Kirkuk Governorate to the Kurdistan region to effect a demographic change and control them politically.”
The issue of Kirkuk Governorate is considered one of the thorny files, due to the national diversity present in it, in addition to the state of political conflict that broke out after 2003, represented by the Kurdish parties bringing about an unprecedented demographic change in it.
