    Former Kirkuk MP Ahmed Haider Qasim confirmed today, Tuesday (July 23, 2024), that rotating positions is the best solution to the governorate's political complex due to lack of trust, marginalization, and previous accumulations.
    Qasim said in an interview with "Baghdad Today", "There is no disagreement that there is a political complex and crisis in Kirkuk in light of all parties' adherence to the ceiling of their demands and the competition for the position of governor between the main components without any agreements that define the features of a road map that gives reassurance that the solution is very close."
    He added, "According to our readings, rotating positions has become the most appropriate and best solution to the political complex of Kirkuk because the lack of trust, marginalization, and previous accumulations are all reasons that lead to complicating the scene, but with rotation according to a specific map with timetables, it may be the beginning of a temporary phase, i.e. one cycle, after which we will move to a different situation."
    He pointed out that "practicing correct democracy in terms of choosing lists based on programs requires time, and if rotation is implemented, it will be a temporary phase because the Arab, Kurdish and even Turkmen forces are facing internal complications in light of the divergence of visions and orientations, and this phase will be a message of reassurance to everyone, and after that, convictions will change and the forces will go to the program file and not to who holds the position, meaning that forces will emerge that represent all the spectrums of Kirkuk."
    Earlier, the leader of the Turkmen Alliance, Abbas Agha, confirmed in an interview with Baghdad Today that "rotating the position of Kirkuk governor is the only solution after all solutions, government interventions, and the Prime Minister's mediations to resolve the crisis have failed."
    He added, "The Kirkuk crisis is complex and will not be resolved by specific meetings or alliances. The only solution that prevents ending the crisis is rotation."
    Agha pointed out that "the rotation prevents the crisis from becoming more complicated and the provincial council from being dissolved, because we will enter a constitutional vacuum in a few days, without any tangible progress."
    Despite the holding of the first session of the Kirkuk Provincial Council, no agreement has yet been reached on the selection of a new governor, and pledges have been made to the blocs and members of the council that any agreement will not be put on the table of the council meeting.
    On July 9, 2024, the Iraqi Federal Prime Minister called for a session of the Kirkuk Provincial Council to be held in the Council building at one o’clock in the afternoon.
    According to the law, February 5 was the last date for a meeting of the Kirkuk Provincial Council upon the invitation of the governor, but because the parties participating in the council did not agree on the formation of the local government, the session was not held.
    Kirkuk Provincial Council consists of 16 members, and for its session to be held, an absolute majority of nine members must be present.
