    Baghdad/Al-Masala Event: The Sunni conflict over the position of Speaker of the Iraqi Parliament is still ongoing, while the Shiite forces are closely monitoring the developments of this conflict.
    The main reason for this conflict is the conflict of interests between the various Sunni forces, as each party seeks to achieve its own interests, which increases the complexity of the process of selecting a consensus candidate to fill the position.

    Conflict background

    Conflicting interests among Sunni forces is not new in the Iraqi political arena. This conflict has been ongoing for a long time, making it difficult for Sunni blocs to reach an agreement on a single candidate for the position of parliament speaker. If the voting session enters with multiple candidates, it is likely that the previous failure to decide on this sensitive position will be repeated.

    Regional interventions

    Reports speak of contact between some Sunni forces and regional parties to bully each other. These interventions further complicate the political scene and hinder any attempts to reach a compromise between the various Sunni parties.
    Sunni forces exchange accusations of resorting to external forces to strengthen their position in the internal conflict, reflecting the deep division within this political component.

    Internal regulations of the House of Representatives

    Many analyses see the need to make amendments to the internal regulations of the Iraqi Council of Representatives, as these amendments could lead to resolving the problem related to the position of the Speaker of Parliament. These amendments may include establishing new mechanisms that ensure greater consensus between the various political blocs and limit the impact of foreign interventions.
    The delay in deciding the position of the Speaker of Parliament has greatly hindered the process of legislating laws, as many important laws are piling up with the government without being discussed or passed in Parliament due to the vacancy in the position of the Speaker. This situation negatively affects the government’s performance and the achievement of necessary reforms in various sectors.

    Elections are approaching

    As the next elections approach, there are growing concerns that the position of Parliament Speaker will remain vacant if the differences between the Sunni forces continue.
    Some analysts believe that the failure to elect a parliament speaker so far is a victory for the will of Mohammed al-Halbousi, the former parliament speaker, who is keen to delay the selection of a new speaker unless the candidate is his personal candidate.

    Compassionate relationship

    Sources indicate that there is an agreement between the Progress Party and some forces in the Coordination Framework not to address the vacancy of the position of Speaker of the House of Representatives, which reflects a mutually beneficial relationship aimed at maintaining the status quo and preventing any party from gaining absolute control over the position.

    Opinions from inside parliament

    In this context, MP Salem Ibrahim said that the Sunni-Sunni conflict and conflicting interests within the Sunni poles are a major reason for delaying the resolution of the position of Speaker of the House of Representatives. He added that this position is the right of the Sunni component, and requires securing the votes of 166 MPs to tip the scales in favor of any candidate to win, which makes reaching an agreement extremely difficult.
    He added, "The political forces, including the framework, support resolving the position of the Speaker of Parliament as quickly as possible, but the principle of the Sunni forces' consensus on nominating a single candidate is difficult in light of what we see of clear differences between their political forces."
