thousands of residents of slums and encroachment neighborhoods are waiting for the House of Representatives to approve the draft law on slums to reduce the problem that is worsening with the rise in real estate prices and the housing crisis remaining in place after investors monopolized the majority of housing projects that are not available to middle and limited income people. The capital, Baghdad, ranks first in the number of slums, as there is no area in it that is free of encroachment neighborhoods, which is something the government is working on legal formulations for, which may include "ownership" of slums within areas designated for housing, according to specific controls. The media spokesman for the Ministry of Construction, Istibraq Sabah, explained, in an interview with "Al-Sabah", that "there is a law currently being discussed to solve the problem of slums, as it seeks to address those who encroach on residential use within the boundaries of the basic design," adding that "there are more than 1,552 informal housing complexes inhabited by 3.5-4 million citizens, living in 346,881 thousand homes, with a percentage exceeding 98 percent on government property and 2 percent on private property." Sabah added that "the law is supposed to solve these problems, in addition to phases of low-cost housing operations, vertical and horizontal complexes, and new residential cities." The spokesman said that the ministry "is working on building low-cost complexes with quotas for the covered categories, which are 10 percent for the displaced, 7 percent for martyrs of the Ministry of Defense, 7 percent for martyrs of the Ministry of Interior, 10 percent for those covered by the Martyrs Foundation Law, 7 percent for martyrs of victims of terrorism, 25 percent for non-employee citizens, 7 percent for martyrs of the Popular Mobilization Forces, 10 percent for widows, 10 percent for people with special needs, and 7 percent for state employees." Regarding the new cities, Sabah said: "The state has a share of the investor estimated at 20 percent, and it is distributed among 21 included categories, which are: the families of the martyrs of the Ministry of Defense, the families of the martyrs of the Ministry of Interior, the families of the martyrs of the Popular Mobilization Forces, the families of the martyrs of the Martyrs Foundation, the martyrs of terrorist operations, sabotage and military errors, the wounded of the Ministry of Defense, the wounded of the Ministry of Interior, the wounded of the Popular Mobilization Forces, the victims of terrorist operations, widows, divorcees, wives of the missing and unmarried women aged 35 and above, the Prisoners Foundation, the displaced within Iraq, citizens of the governorates who are not employees, employees, the families of employees who died during or as a result of work, retirees, people with special needs, holders of higher degrees, union members who are not employees, and distinguished athletes, in addition to the powers of the Prime Minister."
