    Baghdad/Al-Masala: Analyses indicated that Iraq is heading towards a new phase in its relations with the United States of America, as Baghdad has begun to reconsider the features of cooperation between the two countries beyond the traditional security dimension to broader horizons that include politics, economy, and energy.
    Sources explained that the Iraqi government has come to realize that continued reliance on American security support may restrict the independence of its decisions, especially in light of regional challenges, which prompted it to form a specialized committee to study points of common understanding and redraw the frameworks of cooperation.
    Iraqi Prime Minister Mohammed Shia al-Sudani stressed the importance of the relationship with Washington, but he seeks to push this partnership to levels that achieve Iraq's economic and development interests.
    One analysis confirmed that Baghdad is interested in opening broad dialogues to enhance cooperation in the fields of politics and energy, especially since there are great opportunities in Iraq to develop the energy infrastructure in cooperation with American companies. The analysis continued that Baghdad is also aware of the extent of American interest in maintaining Iraq as a strong ally and a center of stability amid regional tensions.
    On the other hand, some Iraqi circles fear American policy in the coming period. Whether the upcoming American elections produce a Republican or Democratic administration, hypothetical observers believe that the “principle of power” may be central to the upcoming American policy towards Iraq. In analyses, there is a fear that Washington will move towards displaying its military capabilities in the region to re-impose its presence, especially if its influence declines significantly in the face of other international powers in the Middle East.
    The relationship between Baghdad and Washington remains governed by the Strategic Framework Agreement signed in 2008, which constitutes a solid foundation for the bilateral relationship, but it now needs to be updated to keep pace with the demands of the times and changes in the international arena. With Iraq’s increasing importance as a center of stability, Baghdad seeks to exploit this position to attract greater support for infrastructure and economic development projects, in the hope that cooperation will not only be military and security support, but also a gateway for technology transfer and investment.
    In an analytical intervention, Iraq sees the principle of “balance” as the best policy to maintain its regional and international relations, and from this standpoint it is trying to build integrated relations with Washington without entering into conflicts with other powers.
    Iraq's success in this direction will be the focus of the international community's attention, especially since it seeks to play an effective role in regional issues, especially in light of the political fluctuations in the region.
    The possibility of Donald Trump's re-election to the US presidency has raised widespread concerns in Iraqi circles, as Iraqis fear a return to the maximum pressure policies pursued by the previous US administration towards Iran and their effects on Iraq, which is an indirect arena of conflict between Washington and Tehran. It is worth noting that Trump's policy was based on imposing severe sanctions, which may affect the Iraqi economy, given that it relies heavily on Iran in vital sectors, such as electricity and energy.
    In light of these concerns, opinions indicate that some Iraqi officials believe that Trump’s return may mean increasing pressure on Iraq to take hostile positions towards Iran, which may affect internal stability in Iraq and increase the risks of sectarian or political conflicts.
    Given the nature of the economic relationship between the two countries, some Iraqi officials fear that Trump may pursue a policy of direct pressure on Iraq’s economic resources as a means of pressuring Iran, which could put Iraq in a difficult position requiring a delicate balance between its relationship with both Washington and Tehran.
    On October 27, Foreign Minister Fuad Hussein, while chairing the regular meeting of the Higher Coordination Committee for the Strategic Framework Agreement between Baghdad and Washington, stressed the importance of strengthening relations with America and moving towards a solid economic partnership.
    Relations between Baghdad and Washington have focused over the past two decades on military, security and counter-terrorism aspects, as a result of the conditions that Iraq was experiencing, but they are seeking to expand them to include other areas.
