[size=45]The House of Representatives ended yesterday, the first reading of the proposed amendment to the law of the budget of 2019, hours after receiving.[/size]
[size=45]The government sent the first amendment to the federal budget law for the year 2019 to the House of Representatives, yesterday, which included an extension of the agency until the end of October.[/size]
[size=45]The three presidencies agreed during the meeting held last Saturday evening to extend the deadline for the government to terminate the file agencies, and the extension of the differences between the forces and political parties on 4000 sites, forcing the Prime Minister to request an extension.[/size]
[size=45]In May, the government directed General Hamid al-Ghazi, the Secretary-General of the Council of Ministers, to call upon all ministries and state institutions to end the administration of the State institutions of the Agency, except the security and military agencies, by 30/6/2019. By the designated proxy is null and void and has no legal effect.[/size]
[size=45]According to a member of the Finance Committee in the House of Representatives Hanin Qado, in an interview with (the extent), "The government sent on Sunday morning (Sunday) a bill the first amendment to the federal budget law for 2019 to the parliament includes the amendment of Article (58)," asserting that his committee agreed To amend this article and presented it for the first reading in yesterday's session.[/size]
[size=45]The law of the general budget in article (58) required the termination of the agencies' file before the first of July, considering that any action after that date is null and void and has no legal effect, and called on the concerned department to stop all financial allocations and administrative powers in case it continues.[/size]
[size=45]"The approval of the parliamentary committee to proceed with the amendment came in order to avoid the government to fall into legal problems and disruption of the joints of the state because of the lack of agreement of the parties and parties to resolve these sites," adding that "the amendment contains only one article."[/size]
[size=45]The spokesman for the coalition of Iraqi forces, Faleh al-Issawi, revealed to (the extent) on June 18 that the time remaining on the end of the Agency is not enough to the House of Representatives to resolve the file of the Agency in full, "pointing out that" there are parliamentary blocs demanded the Prime Minister Postponing the resolution of the file agencies for a period of ninety days through the amendment of the Federal Budget Law 2019. [size=45]On the other hand, the MP for the bloc of the Union of Iraqi Forces Safa Adnan Majid al-Ghanim to (extent) reasons for the extension of the three presidencies work by the Agency until next October, saying that "the remaining time is not enough to review and audit all the curricula vitae of candidates," pointing out that "the political blocs Agreed three days ago on the extension. [size=45]After inserting the paragraph in the budget law, the Prime Minister formed an evaluation committee from the Council of Ministers and from his office to review the performance of the general managers and the deputies to complete the nominations and submit them to the parliamentary blocs for approval.[/size]
[size=45]Al-Ghanim added that "the agreement between the blocks reached to re-put more than (450) agents and a general manager occupy these positions and positions for several years, and therefore prefer the parliamentary blocs to retain them and not to abandon these experiences."[/size]
[size=45]Al-Ghanim pointed out that "the differences on some of these sites are simple and possible to be resolved during the extension period of up to three months," stressing that "the coming period is sufficient to resolve these grades and submit them to parliament."[/size]
[size=45]As expressed by multiple blocks objection and reserved for the process of selecting the agents of the ministries and the new general managers, and accused the allies of the others and Fatah dominance of the largest number of these sites and positions after the exclusive bilateral meetings between them.[/size]
