The Parliamentary Education Committee confirmed, on Friday, that the head of the Finance Committee, Haitham Al-Jubouri, lifted the clause of converting free lecturers into contracts within the 2021 budget.
The head of the committee, Qusay Al-Yasiri, said, according to the official agency, that "since the beginning of the work in the Education Committee, we adopted the issue of defense. About the lecturers and obtaining their rights and converting them from free lectures to a contract. This was done by addressing the executive authority with many books, and many meetings took place on the topic.
He added, "The Education Committee demanded the inclusion of a paragraph of converting lecturers into contracts in the budget," explaining that "what happened when the budget was received in the House of Representatives there was a paragraph for lecturers converting them into contracts and also having financial allocations for them, in addition to holding many meetings with the committee chairman." Finance Haitham al-Jubouri, who was against the issue despite the agreement of many members with the opinion of the Education Committee. "
He pointed out that “the Chairman of the Finance Committee lifted the paragraph for the lecturers from the budget and kept the financial allocations only,” pointing out that “upon the approval of the Chairman of the Finance Committee due to his infection with the Coronavirus, a meeting was held with Parliament Speaker Muhammad al-Halbousi and the topic was discussed, in the presence of the members of the Finance Committee and approval of the introduction A paragraph for lecturers, the text of which was that the Ministry of Education contracted with lecturers and administrators to whom administrative orders were issued in 2020 and before. He indicated that "after the head of the Finance Committee returned to his work, he viewed this paragraph, objected to it and rejected it categorically and changed it from contracts to wages. The text of the paragraph was on the Ministry of Education to pay the wages of the free and administrative lecturers during the voting session on the budget."
He explained, "We rejected this paragraph, and great verbal altercations occurred between me and the Chairman of the Finance Committee, and many members of Parliament interfered with these altercations, and the matter came to stop approving the budget," noting that "Currently this paragraph has been voted on by the Finance Committee."
