{Economist: Al Furat News} The head of the National Investment Commission, Suha Najjar, revealed a thousand "fake projects."
Al-Mukhtasar al-Mufid .. In important news, you can find it on the Al Furat News channel on the Telegram .. [You must be registered and logged in to see this link.]
Al-Najjar told a number of journalists, including the Al-Furat correspondent, "The Dujail project has been referred, which is an industrial and agricultural project that will be considered the most important in the governorates." ".
She added, "With regard to housing projects, we have obtained the approval of the Ministry of Planning to offer 12 residential cities across Iraq, and lands from the provinces have been nominated for us, and we are awaiting the approval of the Ministry of Construction and Housing, although it is not necessary for investment proposals. Once the land bonds arrive to the financial government agencies for the sites that we previously identified, we will offer them directly."
Najjar indicated that "a thousand projects have a zero completion rate, meaning that it is a fictitious project, and these projects are a heavy burden for the state, as it controls huge lands whose value is estimated at 90 trillion dinars, and it impedes investment and insists on implementing it."
She pointed out that "corruption is deep and more than anyone imagines, and it is a problem. The professional obstacles are the lack of funding, which is a very strong problem facing the investment sector."
He pointed out that "Bismayah road congestion is one of the most important problems of the project, but it did not stop the sale of the apartments of the complex. On the contrary, we have an unprecedented momentum in purchase orders, and we have 14 thousand stopped units and requests came in more than 40 thousand units," noting that "the road to the complex entered the budget." 2021 is within the budget allocation of the Ministry of Housing, and we have discussions with it, and this year, the latter will implement the road. "
Najjar announced that "a site has been identified in western Baghdad, in the Abu Ghraib district and Tariq camp, by establishing a project similar to Bismayah, with 50 thousand housing units," indicating that "the choice of employees to sell residential apartments came as the money is guaranteed to be paid."
She stressed that "the Iraqi economy is still central and the state is the great sponsor of various activities and sectors," noting that "red tape is the other side of corruption, and the Investment Commission is the biggest victim of red tape as it is a coordinating body whose work depends on the approval of ministries and other bodies and for issuing a license or announcing an investment project that requires us to obtain 15 Approval from the Ministry and the Authority. "
She pointed out, "Activating the automation of the single window in the Investment Authority, and the investor can now submit and follow up electronically, as we did the delegates section with ministries and bodies, and we seek to have the authority to sign."
She concluded by saying, "We have an acute shortage of financial resources and there are 50 job ranks in the body during the 2021 budget."
Prime Minister Mustafa Al-Kazemi visited the National Investment Authority on Wednesday and directed the following:

1- Cancellation of all licenses for investment projects whose completion rate ranges between (0-35%) and the time period available for project implementation has expired, and the number of projects to which this applies is 1128 projects.
2- Full commitment to implement the provisions of Article 28 of the Investment Law by sending warnings to unfinished projects. The National Investment Commission shall supervise and follow up the implementation of procedures.
3- The licenses are withdrawn in the event that the investor does not adhere to the completion period.
