The Federal Integrity Commission announced, on Tuesday, the results of its investigation in the file of the implementation of hospitals in the capital Baghdad and the provinces, while calling for allocating the necessary funds in the general budget to complete its implementation.
In a statement received by Mawazine News / a copy of it, the authority called for “allocating the necessary funds in the general budget to complete the implementation of hospital contracts with advanced completion rates or under construction in Baghdad and the governorates. Without completion, it increases the rates of disappearance and the difficulty of treating them. "
Al-Bayat added, "The work team of the Department of Prevention at the authority, which visited a number of hospitals, confirmed in a report prepared by the Ministry of Planning to audit future contracts, in addition to contracts concluded by ministries and entities not linked to a ministry and overseeing their implementation."
The team stated, "The large number of annexes to the contracts signed and that will be signed, as it negatively affected the original terms of the contracts, which contributed to the increase in project completion periods for long years and an increase in their cost, as is the case in the Diwanyia Hospitals project and the penalty capacity of (400) beds, and the existing capacity of ( 200) beds ".
Copies of the report sent to the cabinet and the offices of the ministers of health, environment and planning and the head of the Federal Financial Supervision Bureau indicated, “a clear delay in the work of most of the executing companies, and the failure to complete their work within the terms specified for them in the contracts concluded between them and the Ministry of Health or the provinces, although most of these projects It was before the financial crisis and the stoppage of projects, in implementation of Cabinet Resolution No. (347 of 2015), which led to high depreciation rates in some projects in which the completion rate did not reach more than (30%). "
The team observed, "There is a great discrepancy in referral costs for some hospitals of the same clinical capacity," calling for "knowing the reasons for this discrepancy, as is the case with the cost of establishing a 100-bed hospital in Al-Chibayish district, and developing and rehabilitating Al-Nu'man General Hospital with a capacity of 100 He also diagnosed a discrepancy in the cost of constructing the Hawija hospital, with a capacity of 200 beds, and the cost of constructing both Heet and Al-Qaim hospitals with a capacity of 200 beds each.
