Today, Thursday, the Federal Integrity Commission recommended expediting the approval of the draft law on retirement and social security for workers; This is to contribute to raising their suffering and supporting their salaries, stressing the importance of including all governorates with the opportunity to grant loans to vulnerable groups of society.
A statement by the authority, received by Mawazine News, stated, "The Authority's Prevention Department called, in a report it prepared on the visits made by its team, to conduct field visits to the headquarters of the Ministry of Labor and Social Affairs and the departments (Labour and Vocational Training) and (Retirement and Social Security for Workers). To obtain the approval of the Council of Ministers to activate Resolution No. (181) of 1999 (suspended), which guarantees the granting of incentives to employees, in order to raise the morale of the employees of the Department of Retirement and Social Security for workers, for the work they do that contributes to enhancing the revenues of the Security Fund, pointing to “ Cabinet Resolution No. (359) of 2011 which did not refer to self-financed departments.
The report, a copy of which was sent to the Prime Minister’s Office, the General Secretariat of the Council of Ministers, and the Minister of Labor and Social Affairs, pointed to “the necessity of approaching the Federal Financial Supervision Bureau to resolve the answers related to the employees of Resolution (315) contracts, to complete their belongings in the department, as well as emphasizing the follow-up of the case of loss of subscriber payment receipts. The employee concerned shall bear all legal consequences resulting from its loss.
The statement added, "The report monitored the absence of an accurate census of the properties owned by the Workers' Retirement and Social Security Department (buildings, houses and agricultural lands) in Baghdad and the governorates, and not entering them into the ministry's database, which makes them vulnerable to illegal behavior, in addition to the presence of only one representative. of the Investment Fund in the Tourism Sector, despite the fact that the fund’s contribution to the tourism sector amounts to (60%) of the total activities of the General Tourism Authority, while the private sector controls the fund’s board of directors, despite it owning only (10%) of the total contributions. .
He stressed the importance of supporting the capital of the Community Rehabilitation Program Fund, to include all governorates with the opportunity to grant loans (for vulnerable groups) of society, and to legislate laws that include obligating ministries to give priority to those registered in the Labor and Vocational Training Department database, in addition to directing contracting investment companies. With all state ministries to employ national workers at the agreed upon percentage (50%) in exchange for foreign workers, and to oblige the Ministry of Commerce to refer to the Ministry of Labor and Social Affairs when private companies employ manpower to submit applications for incorporation.
The report stressed the importance of activating e-government procedures and automating the departments of the Labor and Vocational Training Department, with the creation of an electronic interface for officially licensed employment offices, as well as facilitating and accelerating the legal procedures for referring violating employers to the judiciary, and calling for raising the financial fine on companies that did not By paying the annual fees of foreign workers amounting to (500,000) dinars only, to compel companies not to resort to violations.
He continued, "It was noted that the multiple and emergency features granted directly by the Directorate of Residence Affairs in the Ministry of Interior to some personalities, after they obtained an exception without coordination with the Ministry of Labor and Social Affairs - the Department of Labor and Vocational Training, which directly affected the inaccuracy of the data and statistics entered in the calculator of the Department of Labor and Social Affairs.
