Obama Sends More Troops to Iraq as Pressure Mounts in Wake of Second ISIS Beheading

President Obama announced on Tuesday that he would send an additional 350 troops to Iraq. The order, given Tuesday night, comes on the heels of the beheading of a second U.S. journalist, Steven Sotloff, by the Islamic State in Iraq and Syria (ISIS).

After arriving in Estonia to join deliberations over the Ukraine-Russia conflict, Obama said he has no timetable for countering ISIS, but rather that “it’ll take time to roll them back.”

“Our reach is long and justice will be served,” Obama said. “Whatever these murderers think they will achieve by murdering innocents like Steven, they have already failed. We will not be intimated. Their horrific acts only unite us.”

Sotloff, 31, was a freelance journalist who had contributed to Time and Foreign Policy. He was a dual citizen of the United States and Israel. Footage of his beheading followed a similar video detailing the execution of James Foley, an American photojournalist. The government confirmed the authenticity of the Sotloff video early Wednesday.

Both the New York Post and New York Daily News, apparently undeterred from the massive outcry that met their Foley covers, ran images from the Sotloff execution video on their covers on Wednesday. A broad consensus of pundits and analysts has suggested not sharing the videos, which are, as grim as they may be, ultimately ISIS propaganda pieces.

A statement by the Pentagon press secretary described the further deployment as meant to provide support for the Baghdad embassy compound, and said it “builds upon previous embassy security deployments announced on June 15 and June 30 and will bring the total forces responsible for augmenting diplomatic security in Iraq up to approximately 820.”

The new contingent of troops includes “a headquarters element, medical personnel, associated helicopters, and an air liaison team,” the Pentagon added. The White House said the troops would “not serve in a combat role.”

Air strikes conducted near the Mosul dam by U.S. forces throughout the weekend “destroyed an ISIL armed vehicle, an ISIL fighting position, ISIL weapons, and significantly damaged an ISIL building,” according to Pentagon officials (the administration refers to ISIS as ISIL, as in the Islamic State in Iraq and the Levant). It wasn’t immediately clear whether the “ISIL armed vehicle” was one of the armored American vehicles the militants looted from the Iraqi army earlier this year.

A State Department official noted that ISIS likely has more American hostages, including, according to a family representative, a 26-year-old female aid worker kidnapped in Syria. Sotloff appeared at the end of Foley’s execution video, with militants saying that he would be killed if Obama didn’t stop bombing ISIS in Iraq with air strikes.

At the end of Sotloff’s execution video, ISIS militants reveal a British citizen, David Haines, and threatened that he will be killed next.
