Half a million new employees are awaiting approval of the budget

Parliament is urging a rapid approval of the 2023 budget with minor amendments, with frequent meetings of the government and the various parliamentary committees for separate discussions, in an attempt to gain time as the second quarter of the fiscal year enters.
A member of the Parliamentary Integrity Committee, Alia Nassif, said: “There are intensive meetings between the framework forces, the state coalition, and the prime minister regarding disputes over the budget, and the first issues are the three-year period, the deficit, and changing some numbers in it, in addition to the pitfalls of the oil price and the schedules that accompanied the 2023 budget only without the two years.” 2024 and 2025.
Nassif added, in an interview with "Al-Sabah", that "the budget has suffered throughout the history of previous governments because it was not approved on New Year's Eve, but rather extends to six months of the following year, and therefore projects lag behind in all governorates," indicating that there is "a desire on the part of the prime minister to complete projects and providing support until they are completed, which is positive.”
And she explained that "every year, political blackmail takes place regarding the budget and is subject to the requests of the political blocs, which burdens the draft, and as a result it is challenged before the Federal Court," noting that "to address this imbalance and for the sake of sustainability of projects and the stability of the economy and investment, it was relied upon to proceed with three years." We may need an article that authorizes the House of Representatives to submit a proposal to amend it by changing some of its numbers, especially with regard to the estimated price of a barrel of oil.
She indicated that she supports the tripartite budget, "to bypass the issue of spending on the 1/12 rule, in addition to continuing work on incomplete projects," considering it "a bold step linking the budget to the government program so that it is binding and obligatory through the budget, as the meetings are still intense and we expect it to demand The Prime Minister made some amendments from the House of Representatives before passing the budget.
For his part, the deputy head of the Parliamentary Government Program and Planning Committee, Muhammad al-Baldawi, said: “His committee held several meetings in which it discussed the draft budget for the three years, and finished preparing an integrated report on its observations, which included many points as an addition or amendment to what was mentioned in the draft law.”
He added, in a press statement, that "among the observations recorded by the committee is the service council's completion of job grades related to holders of higher degrees and first, as well as the inclusion of refunds by the Fund Recovery Department in accordance with the Integrity Commission Law."
Al-Baldawi added, "The committee emphasized the consolidation of non-oil resources entering through the Kurdistan region, as well as the equality of the Popular Mobilization Forces with the security forces, as well as notes related to the sums allocated to the provinces liberated from ISIS."
A member of the Parliamentary Finance Committee, Jamal Cougar, expected a drop in oil prices during the years 2024 and 2025 to below $60.
In a press interview, Cougar said, "The committee has no intention of reducing the price of a barrel of oil specified in the budget, which amounts to $70." He added, "The Parliamentary Finance plans to reduce the price of a barrel of oil in the 2024 and 2025 budgets, according to global indicators."
The deputy pointed out that "all expectations indicate that the average crude oil prices will reach 50 and 70 dollars during the next two years," suggesting that "there will be work to amend some important paragraphs in the budget after the second reading."
