    Today, Wednesday (September 13, 2023), political analyst Nizar Haider considered the ministerial reshuffle file in the government of Muhammad Shiaa al-Sudani “a very thorny and complex file.”
    Haider told "Baghdad Today", "Any cabinet reshuffle must bring the Sudanese back to the political blocs that brought him the position of prime minister, and this matter will create wide controversy."
    He added, "Governments in Iraq are formed on the basis of quotas, and this means that the minister belongs to the political bloc and the component that brings him to the position. Therefore, for any ministerial change, the prime minister must return to the leader of the party and the political bloc that nominated him or adopted him in one way or another."
    He pointed out that "the House of Representatives is divided on the basis of quotas. If the Sudanese wants to hold a Kurdish minister accountable, he must hold a Sunni and a Shiite minister accountable, and if the Prime Minister wants to open this file, the situation will escalate against him," as he put it.
    Haider pointed out, "The current prime minister does not have a large parliamentary bloc that supports him in making the amendment."
    Yesterday, Monday, Prime Minister Muhammad Shiaa Al-Sudani announced an expected cabinet reshuffle and a change of deputy ministers and advisors.
    Al-Sudani said in a television interview with a number of local media outlets, “The ministerial change is coming and it will be delayed due to the delay in approving the financial budget, and the evaluation is continuing, and certainly there is a ministerial reshuffle soon,” noting that “he will announce the change of 15 undersecretaries and advisors in all ministries during this week, according to an evaluation.” The ministers are theirs.”
    It is noteworthy that the ministerial reshuffle was supposed to take place before the end of April 2023, which is the end of the six months of the current government’s work.
