    Kirkuk Provincial Council member and elder president, Barwin Fateh, announced on Tuesday that Kirkuk’s acting governor, Rakan al-Jabouri, will be the elder president responsible for holding the special session, if he takes the constitutional oath, in the first comment on the Prime Minister’s invitation.[/size]
    [size=45]Fatih said: “We are committed to calling for the session that the Prime Minister has scheduled for Thursday at 1:00 pm.”[/size]
    [size=45]She added, "The acting governor of Kirkuk, Rakan Saeed Al-Jubouri, did not take the constitutional oath because he won membership in the Kirkuk Provincial Council. If he takes the oath tomorrow, Wednesday, in the Kirkuk Federal Court, he will be the oldest member, so he must invite the winning members of the Kirkuk Provincial Council to attend the first session of the Provincial Council."[/size]
    [size=45]She stressed that "if the acting governor of Kirkuk does not take the oath, I will be the oldest president and I will call tomorrow for the first session, which will be next Thursday at one o'clock in the afternoon."[/size]
    [size=45]Earlier on Tuesday evening, Prime Minister Mohammed Shia al-Sudani called on members of the Kirkuk Provincial Council to hold their first session next Thursday.[/size]
    [size=45]Al-Sudani said in a statement, “After the federal government succeeded in organizing local elections for the governorates, including Kirkuk Governorate, where these elections have not been held since 2005, political dialogues were held under our auspices, and for more than one round, between the forces that won the governorate council seats, and others through a committee formed for this purpose.”[/size]
    [size=45]He added, "The dialogues resulted in an agreement to form a Kirkuk administration coalition to include the winning forces, and also resulted in a paper for the political agreement that included the basic principles, a political axis and another administrative axis, in addition to the cultural and economic ones."[/size]
    [size=45]Al-Sudani continued, “In the context of implementing what was agreed upon in the last dialogue session, we call on the members who won membership in the Kirkuk Provincial Council to hold the first session of the council, headed by the oldest member, next Thursday, corresponding to July 11, 2024, at exactly one o’clock in the afternoon in the Provincial Council building.”[/size]
    [size=45]It is noteworthy that Kirkuk Governorate held its first elections since 2005, on December 18, 2023, and the Kurds won seven seats, divided as follows: 5 seats for the Patriotic Union of Kurdistan, 2 seats for the Kurdistan Democratic Party, and 1 seat for the quota (Babylon), bringing the total number of seats to eight. In contrast, the Arabs won six seats, divided as follows: three seats for the Arab Alliance, two seats for the Leadership Alliance, one seat for the Arab Alliance, while the United Iraqi Turkmen Front won two seats.[/size]
    [size=45]The electoral scene became complicated by the equality in the number of seats between the Kurds, Arabs and Turkmen (8-8), which led to the inability of any party to form the local government.[/size]
    [size=45]Federal Prime Minister Mohammed Shia al-Sudani sponsored a meeting of the political forces that won the Kirkuk Provincial Council elections, and announced an “agreement of principles” to proceed with forming the local government in the province.[/size]
    [size=45]The attendees announced the formation of the “Kirkuk Administration Coalition” from all the winning forces in the provincial council, headed by the Prime Minister until the constitutional requirements for forming the local government are implemented. They also agreed on the program, its mechanism, and the coalition’s internal regulations.[/size]
