Industrial cities... "great hope" to support the economy

Industrial city projects in the country are witnessing a noticeable delay, despite their importance in bringing about qualitative transformations in sustainable development, attracting investments, and providing new job opportunities that fully support the economic sector.
The import bill from abroad has risen to nearly (70) billion dollars annually, while specialists believe that the solution to this problem lies in completing industrial cities, as they will activate the industrial economy.
An industrial city is defined as an area designated for the purpose of industrial development. Industrial areas are often located on the outskirts, or outside the main residential areas of a town, where means of transportation such as roads and railways are available.
The Iraqi economy is currently facing (major challenges) due to its total dependence on oil in light of global price fluctuations and their impact on the general budget and development plans.
Industrial expert Baqer Kazem Al-Mashat told Al-Sabah that “implementing the industrial cities model in the country will be the basis for activating what is called the ‘industrial economy’, noting that one industrial city accommodates between (1000) and (3000) workers in various specializations.”
He added that "industrial cities are often distributed and linked to the resources and capabilities of those governorates in order to give them an industrial character that is integrated with the rest of the cities," explaining that "the country needs about (30) industrial cities distributed among the governorates, which would provide economic resources to the governorate while activating the trade movement that positively reflects on the governorate." He pointed out that "industrial cities need to prepare the infrastructure to establish factories, including land, electricity, water, main and side streets, and public services, in order to serve a large group of factories that will be established by local and foreign industrial investors."
Al-Mashat revealed the existence of a number of models for industrial cities, including comprehensive ones, in which various factories operate, accompanied by cities specialized in specific production based on raw materials in the governorates near which they are established.
He pointed out that “the closest example of this is the establishment of an industrial city for (petrochemicals) near water sources and crude oil, as well as an industrial city for (cement) near limestone areas,” explaining that “the model of industrial cities in Iraq can provide a qualitative leap for Iraqi industry, as it will provide contractual procedures for licensing, land, and environmental and municipal approvals.”
For his part, economic researcher Jassim Al-Aradi explained to “Al-Sabah” that industrial cities are considered one of the pillars of industrial development in any country, after spreading the culture of introducing cities and preparing elements of attraction, while taking into account solutions that would reduce environmental and health risks, pointing out the necessity of working to redraw the basic design of industrial cities.
He pointed out that adopting this approach requires working on finding mechanisms that guarantee providing adequate protection for the products of local private industrial projects, meaning “protecting the local product” from competition from imported foreign products, while stressing at the same time the necessity for imports to complement the production of local projects.
