    On Friday, legal expert Ali Al-Tamimi made a number of observations regarding the draft law on returning properties to their owners, stressing that the draft law is vague and needs many details.
    Al-Tamimi told Al-Maalouma, "The draft law to return real estate to its owners was based on excluding 10 decisions from the dissolved Revolutionary Command Council Law, and excluded from these 10 decisions those who received compensation for land and lands allocated to the Ministries of Oil and Defense, as well as lands for which decisions were issued by the Property Claims Authority, as well as lands allocated for the public benefit and lands for which decisions were issued for those affected by the previous regime No. 12 of 2021."
    He added, "The draft law consists of 5 paragraphs, where its second article focused on compensating farmers whose contracts were cancelled and allowed them to conclude contracts in Kirkuk for those who were residing in the province on the date of the issuance of the decisions of the dissolved Revolutionary Command Council, and to conclude agricultural contracts in the hometown for those who were not residing in Kirkuk on the date of the issuance of the decisions of the aforementioned council that stripped them of their rights."
    He pointed out that "there are many problems in this law, the most prominent of which is that the law did not form a specialized committee headed by a judge, governor or district governor to follow up on the process of buying, selling and seizing, especially since these lands were transferred from one hand to another, and the draft law did not refer to the heirs, while the procedures according to the law of the former regime were carried out on the landowners in 1976."
    He pointed out that "the law to compensate those harmed by the previous regime No. 12 of 2010 could have been amended and not moved towards enacting a new law that has many comments." End 25N
