There are several mechanisms that allow business organizations to stay in the market and possess the competitive advantage, and perhaps most important is the total quality management as a steering systems that captured the attention of researchers and those interested in particular for the development of performance and quality improvement in the productivity of organizations was the mother of a service, it is vitally important that quality as a weapon Strategy to get a competitive advantage.
TQM is a philosophy and a set of guiding principles are as pillars of continuous improvement of the institution, used total quality management quantitative methods and human resources to improve both the resources and services provided to the Foundation, and all operations within the organization, and the degree of fulfillment of consumer needs at present or the future.
Hence , we find that all definitions, and that they differ in add to their wording and their meanings, carrying the concept of earning customer satisfaction and share the emphasis on continuous improvement, so we can say: that TQM is an integrated process thatincludes all activities and functions to achieve high quality and improved permanently and continuously, what the benefit of the organization and operates and deals with it, to finally get the satisfaction of everyone, and then achieve excellence in performance and survival in the world of heated competition.
Among the most prominent objectives of the organization is to survive in the market, and to achieve that every organization that seeks to build, own multiple competitive advantages, check out which excellence and superiority over its competitors to gain satisfaction and loyalty of its customers, and require possession advantage or competitive advantages to identify the sources from which it draws, organization is striving the intent to outdo its competitors a competitive environment within the sector of activity and will not have it unless the organization won the element or elements distinguish them, for example in the quality and prices of their products and services based on the Investment resources and potential varied by applying several good competitive strategies.
One of the main features of TQM is that the entrance to prompt for the client, and the entrance to the destruction of each sectors and levels and functions of the organization and continuous improvement of competitiveness, efficiency and flexibility of the Foundation, to focus on human resources and depends on the understanding and participation and conviction of each individual institution, relying on work teams to improve quality constantly aims to change the intellectual and behavior of individuals in the organization and through a focus on training.

From the above it is clear that the overall quality is the strategy for continuous improvement of performance at all levels of the organization combines administrative and technical methods in order to focus on continuous improvement of all processes, and that the organization does not tolerate the optimum use of resources and skills , because that leads out to the obsolescence of the latter and thus reduce its competitive position .
But the success of the mechanisms of total quality management , it is necessary to understand the needs and requirements of the customer and anticipate the needs and desires of the client in the future and make it a work in progress, as well as support and the support of the senior management of the program total quality management through the provision of support and assistance by managers in any organization working for individuals with physical and financial means and to create the right atmosphere for creative and talented of them in order to promote a competitive organization.
