    Prime Minister Haider al-Abadi completes his second negotiating round on the budget law of the current year on Thursday in the House of Representatives meeting with the Sunni forces that demand the inclusion of the federal budget to pay the salaries of employees liberated areas accumulated and cut after the control of Dahesh on their provinces.
    Abadi concludes his negotiations with the parliamentary blocs objecting to the federal budget legislation by an evening meeting likely to be held in the government palace with the Kurdish forces to discuss the proportion of the budget of the region and salaries of Peshmerga and staff. The parliamentary forces are working to conclude an agreement with the Prime Minister to write in writing, vowing to amend some paragraphs of the law of the general budget without being challenged before the Federal Court after its approval as a condition of these parties to pass the budget law. 
    The House of Representatives decision Imad John said in a statement to (extent) what was agreed with Abadi in the private meeting, which was devoted to discuss the draft federal budget law yesterday, saying, "We agreed with Abadi to hold three meetings with the blocks objecting to pass the draft budget."

    He says the prime minister "pledged to the Sunni forces during the session to pay the salaries of employees accumulated during the control of a preacher on their provinces by checking the records and ensure the authenticity of their affiliation to organizations outside the law." 
    The deputy from the province of Kirkuk that "the demands of the forces of Kurdistan where a bit of complexity as it carries a political nature, not technical or financial," revealing "the existence of intentions of the parliamentary blocs to write a written agreement with Abbadi to include these proposals in the public budget without being challenged before Federal Court ".
    For its part, says a member of the Finance Committee parliamentary Majda Tamimi in a statement to (the extent) that the Committee "held a meeting with the agencies and ministries of finance and planning, and the budget and finance before the advent of the Prime Minister Haider Abadi to Parliament to discuss the problems and observations of blocs and deputies and the possibility of inclusion in the law of the general budget "He said. 
    The government has rejected all the observations and amendments sent by the Presidency of the Parliament to include in the budget law of 2018, considering it as personal and electoral demands that increase the public debt and reflected negatively on the increase deficit. Al-Tamimi describes the discussion of the federal budget with the advanced cadres of the Ministry of Finance and the Speaker of the House of Representatives with the "positive" order and says that it "resolves all the differences that stand in the way of passing the law," stressing that "
    The budget of 2018 faces a similar fate to the budget of 2014, as it threatens objections by various parliamentary parties to be the next fiscal year without a budget. "The House of Representatives is afraid to add materials to the draft budget and repeat the scenario followed by the government in the budget in 2017, the Federal Court of all transfers made by the House of Representatives on the budget of 2017, valued at B280 billion dinars.

    The federal budget was estimated at 108 trillion dinars, with an expected deficit of 13 trillion dinars. The share of the Kurdistan region decreased from 17% to 12.67% only. Meanwhile, Deputy Speaker Hamam Hamoudi, on Wednesday, continued to discuss the budget in the presence of Prime Minister Haider Abadi. 
    Hamoudi said in a statement to his press office on the sidelines of his meeting to discuss the budget, "The discussion of the budget continues to (Thursday) in the presence of Abadi and deputies from the representatives of oil-producing provinces, and the liberation of terrorism, and representatives of the Kurdistan region as well as the presence of the Finance Committee."
    The deputy speaker of parliament, "This came after the conclusion of an initial meeting held in the House of Representatives with the Finance Committee in the presence of Abadi and representatives of the Ministries of Finance and Planning and Representatives of representatives of the provinces concerned." 
    Hamoudi expressed his hope to reach acceptable formulas from all parties mentioned in order to resolve the problems in the budget, pointing out that "we have seen positive positions by the Prime Minister and the deputies concerned to reach solutions that will accelerate the adoption of the budget as soon as possible."
