    Today, Thursday, Parliament is preparing for a first reading of the “Emergency Support for Food Security and Development” law, and despite the recent Federal Court decision to suspend the law and not proceed with its legislation as it is issued by a daily caretaker government, Parliament submitted the law again through the Parliamentary Finance Committee, with expectations With great obstacles that will obstruct its passage, including the possibility of challenging it before the Federal Supreme Court in accordance with constitutional and legal articles, with reservations and rejection by several deputies of the new draft law.
    The head of the Parliamentary Finance Committee, Hassan Al-Kaabi, said in an interview: “The committee submitted a new draft of the Food Security Law,” an alternative to the project submitted by the current caretaker government headed by Mustafa Al-Kazemi, adding that “the draft will take into account the constitution and the legal, political, economic, deprivation and poverty issues for which it will be legislated. Law".
    Earlier, Al-Kaabi chaired a meeting of the Finance Committee, which explained in a statement that it had submitted this proposal based on the provisions of Article (112) of the Iraqi Parliament’s rules of procedure, and indicated that the goal of presenting this proposal was to “remove the specter of hunger, the deterioration and power outages in the fiery summer of Iraq.” .
    The First Deputy Speaker of the House of Representatives, Hakim Al-Zamili, chaired a session to study a new draft of the proposed food security law, which was submitted through the Parliamentary Finance Committee.
    A statement by Al-Zamili's office stated that the draft law, to be submitted for the first reading in the next session, aims to expedite support for the people's needs and secure additional allocations for the ration card and social welfare salaries, and to meet the full needs of securing electric power during the current summer season.
    The statement added that the draft law depends on farmers' entitlements, the allocations of oil-producing governorates, the establishment of hospitals and schools and the rehabilitation of roads, stressing that the House of Representatives will work to exclude any paragraph that can be used to waste public money.
    On the other hand, a member of the House of Representatives from the State of Law coalition, Faisal Al-Naeli, announced his rejection of the coordinating framework of the draft law.
    Al-Naeli said: “The draft carries a financial aspect and a purely legal violation,” noting that “the law must be approved by a government that has all the powers, not to conduct business.”
    He added that "the people's interest is supreme, and the framework bloc can agree to provide the ration card items and provide financial allocations to purchase gas from the Islamic Republic to generate electricity," stressing that "the framework refuses to impose road projects, bridges, water resources, the Ministry of Labor and loans in huge amounts amounting to more than 40 trillion dinars, and this means the budget of entire countries with the title of emergency with the presence of a caretaker government that cannot be held accountable at the present time, and this matter is totally rejected.”
    In addition, Representative Mustafa Al-Karaawi said: “The House of Representatives has the right to put forward the draft laws, provided that they do not include any financial or disbursement aspect, and this matter was confirmed by the Federal Court,” stressing that “the House put forward a food security law before it will be challenged before the Federal Court.” He called for “the commitment to disbursement according to 1/12 mechanisms to finance state institutions and ministries.”
