The statement added that the meeting referred to the efforts of a number of members of the Finance Committee in the Iraqi Parliament to amend Articles 13 and 14, and their proposals were against the rights and entitlements of the Kurdistan Region, which were agreed upon by the Iraqi Council of Ministers and the regional government within the framework of the 4/4/2023 agreement, which was included in Draft federal budget law.
The statement indicated that the head of the regional government provided an overview of the negotiations and dialogues between his government and the federal government, which resulted in the agreement between the two governments towards common interests and on the basis of the constitution and securing the region’s dues in the draft budget law, calling for speedy approval of the budget, respect for the region’s constitutional rights and entitlements, and not to take any action A change or modification in the project outside the clauses of the agreement and the common understandings between the two sides.

The statement noted that at the conclusion of this paragraph, the Council of Ministers decided that the negotiating delegation should continue to communicate and coordinate with the federal government and members of the Council of Ministers and the House of Representatives in the Kurdish blocs to prevent any efforts towards violating the rights and entitlements of the region that were established by the constitution and reflected in the agreement between the two governments and the draft general budget law.
Regarding the region's financial dues during the five-month period of this year, the statement confirmed that the Council of Ministers adopted the proposal of Cabinet Secretary Amang Rahim to send a letter to the Council of Ministers in Baghdad to implement Article 13 of the Federal Administration Law for the year 2019 by sending 1/12 of the region's actual expenditures for the past year. Which was audited by the Office of Financial Supervision team in a manner similar to the mechanism used by other Iraqi governorates and other regions in Iraq since 1/1/2023, stressing that it is not permissible to differentiate between the Kurdistan Region and other regions in Iraq, and stressing that the region is ready for all obligations that fall on His responsibility in the light of the Federal Financial Management Act.
