Minister of Labor: Mafias control 90% of beggars

The exacerbation of the phenomenon of begging prompted the Ministry of Labor and Social Affairs to coordinate with the Ministry of the Interior to confront the danger of organized mafias and gangs that sponsor beggars.
The Minister of Labor and Social Affairs, Ahmed Al-Asadi, said during a workshop on the phenomenon of begging, which was held by the Child Welfare Authority in the ministry and attended by "Al-Sabah": that political and economic reasons led to the spread of the phenomenon of begging, pointing out that it leads to structural transformations in the economy, society and security, indicating that 90 percent of the beggars on the street are left behind by gangs and mafias.
Al-Asadi added, in the workshop entitled (The danger of begging threatens the future of Iraqi children), that countries that want to progress and build the future of their generations must confront this problem with deliberate practical steps, as it is one of the most harmful phenomena that is difficult to control, as it exploits the sympathy of people and society. With cases of poverty, want and need.
Al-Asadi explained that this phenomenon creates mafias that move in especially fragile regions, noting that Iraq has suffered during the past four decades from the effects of the bad wars of the dictatorial regime that transformed Iraq from a rapidly developing country into a country living in wars that resulted in millions of victims, and this situation worsened when Iraq was besieged in 1990, which generated hundreds of thousands of cases of begging.
Al-Asadi added that, after the fall of the regime, the country was supposed to witness an economic transformation, but internal and external reasons related to the political system, such as terrorism, prevented this, noting that children are the most exploited age groups by gangs in this phenomenon. Al-Asadi indicated that "the Ministry of Labor is the most concerned with confronting this phenomenon, and that the Child Welfare Authority has an effort to follow up on child beggars, as well as child labor and ways to reduce it," noting that "the ministry is carrying out inspection campaigns in coordination with the Ministry of Interior in the regions." in which there are beggary gangs.” The Minister of Labor indicated that "the ministry, through the Social Protection Authority, is working to include children beggars and their families with social assistance in exchange for taking pledges not to practice this phenomenon again," pointing out that "whoever is found practicing this profession will be subjected to deterrent legal measures."
