Before the end of next November, the Workers’ Retirement and Social Security Law, with its 109 articles, will enter into force, three months after its publication in the Official Gazette, and without the slightest doubt, this law represents a breakthrough of high and unprecedented value in guaranteeing human rights. Workers in the three sectors (private, mixed, and cooperative), including unorganized labor, or those who are self-employed, and this in turn represents a real beginning to eliminating the differences between public and private sector employees, with the hope that we will witness a reverse migration from the first to the second.
The issuance of this law comes in light of a widespread rush by young people to obtain a social protection salary, which has caused the labor market to lose many skills. Many young people prefer the social protection salary, despite its modest nature, to the social security salary, because the former does not require work or work. Making any effort kills the young man’s ambition, so he continues to live a life of poverty throughout his life. As for the other salary, it requires exerting effort, searching for work, and paying the pension contributions that the worker bears, even if they are small (5%).
Here, discussing the merits of this issue may be a provocation to many of those seeking a social protection salary, a large percentage of whom are young people aged 20-40 years, as this modest salary has become for them a gain, as evidenced by what the Ministry of Labor reveals. The reality of the situation also calls for focusing on the process of granting soft loans to young people, to enable them to create an income-generating and sustainable project, especially with Increasing the size of these loans, as the loan became (50) million dinars instead of (10) million dinars, as these measures would increase the skills of young people, and thus meet the labor market requirements of the Iraqi workforce, instead of importing Bengali workers, and what results. Foreign workers suffer from well-known security, economic and social problems.
