Member of the Council of Representatives, Mansour Al-Marid, confirmed that the general amnesty law will include those who were wronged in their rulings, while calling for a review of many of the trials caused by the secret informant.
Al-Marid said that “proceeding with the general amnesty law is very important,” indicating that “there are fears that the law will be legislated by some parties, and these fears may be justified.”
He added that “an absolute general amnesty cannot be given to those convicted in terrorist cases, especially those who caused the loss of many innocent Iraqis.”
He pointed out that “the general amnesty will include those who were wronged in their rulings,” calling for “a review of many of the trials caused by the secret informant.”
It is noteworthy that the Iraqi Council of Representatives has completed the first reading of the draft law amending the second general amnesty law No. (27) of 2016 submitted by the Legal, Security and Defense, and Human Rights Committees, “which aims to define the crime of belonging to terrorist organizations based on what was stated in the ministerial curriculum approved by the Council of Representatives,” according to a statement by the Council’s media department.
Since the formation of the government of Mohammed Shia al-Sudani, the general amnesty law has faced an uncertain fate, despite the existence of a political agreement to legislate it. However, observers have indicated the existence of a political will, especially from the Coordination Framework, to obstruct the law and not to adhere to the promises previously given to other parties (Sunnis) to ensure their participation in the new government.
The general amnesty law is one of the most prominent demands of the Sunni blocs, which stipulated its approval during the negotiations to form the state administration, which included the Shia Coordination Framework and the Kurdish and Sunni blocs, which resulted in the formation of the new government headed by Mohammed Shia al-Sudani.
According to representatives from the Sunni component, the government program includes issuing a general amnesty law, security checks in their governorates, and canceling or suspending the work of bodies that were a source of concern and crisis for them.
