    The Autonomous Administration of North and East Syria issued a general amnesty, based on the provisions of the social contract.

    The law included several articles, the paragraphs of which were as follows:
     
    Article No. (1), which provides for granting a general amnesty for crimes committed by Syrians before July 17, 2024, as stipulated in Anti-Terrorism [url=https://www.alsumaria.tv/entity/3595461850/%D9%82%D8%A7%D9%86%D9%88%D9%86 %D8%B1%D9%82%D9%85 7 %D9%84%D8%B3%D9%86%D8%A9 2021/ar/]Law No. 7 of 2021[/url] and its amendments, and crimes against the security of the [url=https://www.alsumaria.tv/entity/2840737661/%D8%A7%D9%84%D8%A5%D8%AF%D8%A7%D8%B1%D8%A9 %D8%A7%D9%84%D8%B0%D8%A7%D8%AA%D9%8A%D8%A9 %D8%A7%D9%84%D8%AF%D9%8A%D9%85%D9%82%D8%B1%D8%A7%D8%B7%D9%8A%D8%A9/ar/]Democratic Autonomous Administration[/url] of North and East [You must be registered and logged in to see this link.] as stipulated in General Penal Code No. 2 of 2023.


     
    Article No. (2), which consists of: A - Pardon for half of the temporary imprisonment sentence.
     
    B - The life sentence shall be replaced by a temporary prison sentence of fifteen years.
     
    C- For the entire life or temporary sentence of a convict suffering from an incurable terminal illness that makes him in need of the assistance of others to meet his personal needs.
     
    D - For the entire life or temporary sentence of the convict who has reached the age of seventy-five on the date of issuance of this law.
     
    The following are excluded from the provisions of this law, according to Article No. (3):
     
    A - Leaders, princes and trainers in terrorist organizations.
     
    B- Members of terrorist organizations participating in combat operations against the Syrian Democratic Forces.
     
    C- Bombings and crimes that resulted in the death of a person.
     
    D - The rest of the convicted terrorists who have not been proven fit by a letter from the Reform and Rehabilitation Centre administration.
     
    E- Perpetrators of crimes stipulated in Articles No. (131, 132, 133, 144, 147) of the General Penal Code No. (2) of 2023.
     
    And - convicts who are in hiding and fugitives from [You must be registered and logged in to see this link.], unless they surrender themselves within sixty days from the date of entry into force of this law, if they are within the areas of the [url=https://www.alsumaria.tv/entity/2840737661/%D8%A7%D9%84%D8%A5%D8%AF%D8%A7%D8%B1%D8%A9 %D8%A7%D9%84%D8%B0%D8%A7%D8%AA%D9%8A%D8%A9 %D8%A7%D9%84%D8%AF%D9%8A%D9%85%D9%82%D8%B1%D8%A7%D8%B7%D9%8A%D8%A9/ar/]Democratic Autonomous Administration[/url] of North and East [You must be registered and logged in to see this link.], and within ninety days for those outside it.
     
    According to Article No. (4), this pardon does not affect the personal right claim, and in all cases the injured party may file his claim before the courts of [You must be registered and logged in to see this link.].
     
    As per Article No. (5), which states:
     
    A- The [url=https://www.alsumaria.tv/entity/3866638102/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D8%B9%D8%AF%D8%A7%D9%84%D8%A9 %D8%A7%D9%84%D8%A7%D8%AC%D8%AA%D9%85%D8%A7%D8%B9%D9%8A%D8%A9/ar/]Social Justice Council[/url] of the North and East [url=https://www.alsumaria.tv/entity/542710679/%D9%85%D9%86%D8%B7%D9%82%D8%A9 %D8%B3%D9%88%D8%B1%D9%8A%D8%A7/ar/]Syria Region[/url] shall form a medical committee to examine the beneficiaries of the provisions of Paragraph (c) of Article No. (2) of this law based on a request submitted by the beneficiary or his legal representative or the administration of the Rehabilitation and Reform Center within a maximum period of thirty days from the date of entry into force of this law.
     
    B- Medical committee reports are issued by a decision of the [url=https://www.alsumaria.tv/entity/3866638102/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D8%B9%D8%AF%D8%A7%D9%84%D8%A9 %D8%A7%D9%84%D8%A7%D8%AC%D8%AA%D9%85%D8%A7%D8%B9%D9%8A%D8%A9/ar/]Social Justice Council[/url] of North and East [You must be registered and logged in to see this link.].
     
    According to Article No. (6), this law shall be effective from the date of its issuance by the Democratic Peoples’ Council in the [url=https://www.alsumaria.tv/entity/2840737661/%D8%A7%D9%84%D8%A5%D8%AF%D8%A7%D8%B1%D8%A9 %D8%A7%D9%84%D8%B0%D8%A7%D8%AA%D9%8A%D8%A9 %D8%A7%D9%84%D8%AF%D9%8A%D9%85%D9%82%D8%B1%D8%A7%D8%B7%D9%8A%D8%A9/ar/]Democratic Autonomous Administration[/url] of North and East [You must be registered and logged in to see this link.].
