"1500 dinars", a very small amount according to the description of most of the Iraqis, but it is not like that in the calculations of minds working in the most savvy to achieve illegal gains, so how?

In a simple calculation, multiplying this simple amount by about 3 million and 500,000 retirees and an employee in education equals more than five billion dinars, which means a lot of wealth, and it was carefully planned to rob it under the pretext of "health insurance" within the latest corruption cuts in the country.

Retired appealed to Alsumaria News, the Integrity Commission , to open an investigation to deduct health insurance funds from their salaries, considering that the insurance must be voluntary.

"The phenomenon of health insurance in [You must be registered and logged in to see this link.] is a very good thing, but it must be organized with a correct and sound process, and not as it appeared in the media and social networking sites, such as transportation, audio recordings, accusations and conflicts," said Hussein Allawi, head of the Akad Center for Strategic Affairs and Future Studies, in an interview with Alsumaria news .

Allawi added that "health insurance must be properly regulated as there are clear state-owned or private sector insurance companies registered in the Iraqi companies department of the Ministry of Trade in order to withhold tax from these companies and people are not contracted as we have heard about it in this manner."

He continued, "These companies must have integrated infrastructures so that there is a successful health insurance and that there is an integrated medical treatment for the retired or employee or even the citizen and not as he went towards signing and making contracts and agreements between this person and some hospitals as well as doctors and therefore we need confidence and to Transparency and proper management of such a strategic and beneficial project for Iraqi health. "

For his part, the economic expert, Ahmed Saleh, confirmed in an interview with Alsumaria News that any "insurance is a voluntary issue and returns to the person’s choices, and that the retirement commission is not assigned to be a proxy for the general of retirees," noting that "the first was contracting with a local insurance company."

Saleh added, "Withholding these amounts from retirees and teachers, it was possible to go to the pockets of the corrupt more than five billion dinars per month in exchange for health insurance that does not exist at all, but merely a dead letter on paper."

Saleh pointed out that "what was granted to the retired from a slight increase, which was voted by the House of Representatives as a minimum of 500 thousand dinars in return, there were other hands trying to take this increase in twisted ways and methods."

The Investigation Department of the Integrity Commission began to investigate complaints received regarding the compulsory health insurance contract for retirees by a Lebanese company, in addition to the audio recordings leaked to a Lebanese investor who provided many facilities to proceed with the insurance contract.

The source in the Integrity Commission, who asked not to be named, said that "health insurance in all official institutions is optional and not compulsory," noting that "the Investigation Department has already started an investigation and will refer those involved to the judiciary."

In light of this, members of the Rai Commission in the Ministry of Education voted on March 30 to initiate legal measures to cancel the insurance contract concluded with the "Iraqi Insurance Company", in line with what was stated in the report of the Federal Financial Supervision Bureau.

While the National Retirement Authority confirmed that it has not signed any service contract with the Lebanese company (GlobeMed) at all, "noting that" all correspondence with the National Insurance Company, which is a long-standing insurance company and fully owned by the state. "

The authority confirmed that it is "working on soliciting the best offers to serve the retirees, that the issue of the health insurance policy (collective or individual) has not been resolved yet, and that the health discount card is optional and the topic is still under discussion with the National Insurance Company ."

In the light of the investigations, a source in the Supreme Judiciary confirmed that an investigation had been opened to the matter, and as a result of that, the Minister of Education Suha Al-Ali Bey was brought in and prevented from traveling.

The source, who requested not to be named, added, "An arrest warrant has been issued against the Deputy Minister of Education for Administrative Affairs Maan Abd Hantoush and the Director of the Office of Minister Haitham al-Dulaimi , in addition to the Director of the Legal Department."

The source asserted that "the supreme judiciary is keen to bring all those involved in corruption to justice and not to be complacent regarding the violation of public funds."

Meanwhile, education officials and retirees praised the procedures of the judiciary and the Integrity Commission , and prevented the theft of their money on the pretext of "health insurance."

The questions remained subject to assumptions and some of them reached a level of mockery and humor, because the deduction by the Iraqi state institutions and for many years became a habit without clear answers.
