    A document issued by the Oil Products Distribution Company, the Equipment Authority, showed a directive to all distribution outlets stipulating the release of 25% of the fuel oil quotas that had been stopped from some oxidized asphalt plants for the previous months and were cut off by the plants but not equipped.

    According to a document obtained by[You must be registered and logged in to see this link.]News, the Director of the Equipment Authority directed the distribution outlets to release 25% of the unprocessed and unsupplied fuel oil quotas to the oxidized asphalt plants for the previous months, under the direction of the Undersecretary of the Ministry for Distribution Affairs.



    This directive came on October 8, coinciding with information about assigning the Undersecretary of the Ministry for Distribution Affairs, Ali Maaraj Al-Bahadeli, to manage the Ministry of Oil instead of Hayan Abdul-Ghani, who is undergoing a recovery period after suffering a health problem.

    The release of these quantities came under the pretext of "the refineries being filled with fuel oil and accumulating, which leads to fears of the refineries stopping." This means that releasing the quantities to the oxidized asphalt plants, which have not been equipped for the previous months, means that they were stopped for reasons and violations committed by these plants, and the release of the quantities will take place despite the failure to correct these violations, but rather the release will only take place due to the exceptional circumstance of the fuel accumulation.

    This leads to fears that these quantities will be used in violations that were the reason for stopping the quotas of these factories, most notably smuggling, as a decision issued by the government last August imposed restrictions on the supply of fuel oil to factories and raised its price, due to its use by factories that are not basically productive, and which buy fuel oil from the state at a subsidized price and sell it on the black market or smuggle it and sell it outside the country at double prices, which leads to fears that these factories will benefit from smuggling the quotas that were launched by this new decision.
