The dispute over the special voting and electoral denominator hinder amending the election law

     BAGHDAD / Mohammad Sabah

While waiting for the Committee of Experts, in charge of the selection of a new council for the Electoral Commission, the technical team completes work on the Web site for the launch of nomination forms, the political blocs continue their discussions about amending the election law.
The disagreements centered on the political parties to cancel or keep the "special voting", in addition to the otherwise more focused on the pace of calculating votes system.
It began early, claims to change the election law and the Council of the Commission, although no deadline to resolve the local ballot.
Uncertainties surrounding the deadline set by the Prime Minister for the local council elections remains.
MP says Zana Saeed, a member of the Legal Committee, for (long) that "the Committee of Experts parliamentary tasked with the selection of the new Council of the Electoral Commission is waiting technical team (Alaata) in charge of the creation and updating its own website and all technical and logistical procedures , " likely to testify this week set up appointments the final for the launch of the electronic format of the candidates.
The shape of the parliament committee composed of 29 members of the selection of members of the Electoral Commission. The National Alliance won 14 seats, compared with 7 seats of Sunni component, and 6 seats to the Kurds, and two seats for each of the two components of Turkmen and Christian.
The Committee held two meetings since it was formed only last month. And it confined its first meeting on the mutual understanding between members, while the second meeting witnessed the adoption of the rules of procedure, and make adjustments to the nomination and application form.
He says the legal committee member , said " the amendments to the new form is included to delete and add some paragraphs and focus on the conditions contained in the Electoral Commission Act, Castqlalah candidate and his experience and his autobiography , " stressing that "these amendments will not refer to a component name or the doctrine of the candidate within the application form."
MP from the Kurdish Islamic Group and is expected to "be a number of members of the new Board of Commissioners nine commissioners, three of them to the National Alliance and the Sunni two component and two Kurds and one for each component of the Christian and Turkmen."
The Electoral Commission is facing widespread criticism reached fairly demanding a change in the crew. He called on the leader of the Sadrist movement to 3 demonstrations in Baghdad to demand a change of the Electoral Commission. And ended last demonstrations, early last week, to the bloody clashes between demonstrators and security forces fell to the impact of nine dead and dozens wounded.
And on the amendments to be made to the provincial elections law, reveals a member of the legal committee for "the existence of a moot point between the parliamentary blocs centered around the previously applicable electoral system change."
He explained MP Zana happy that the "coalition of state law insists on the adoption of St Lego system format (1.9) instead of the previously applicable electoral system adopted the formula (1.4)."
He said Kurdish lawmaker that the formula demanded by the state of law bloc "in the interest of the large blocs of acquisitions and the dominance of the largest seats in the new provincial councils , " pointing to "the existence of blocks vary with the state of the law in this direction and trying not to pass these amendments."
Furthermore, MP Hassan Turan that the next meeting of the Commission says will focus on the election law through solicit the views of the parliamentary blocs and studied in order to be included in the law , which will be submitted for the second reading in the coming sessions.
He explained MP Hassan Turan, told the (range) that "there is a proposed law presented by the parliamentary legal eliminates the assignment of judges to serve as members of the election commission , " pointing out that "this proposal will be presented for the second reading in the coming sessions."
Turan asserts that the legal committee will submit a report to the Presidency of the Council of Representatives containing proposals and opinions of the political blocs on the election law.
In turn , reveals a member of the Liberal bloc MP Zainab Sahlani for "differences hamper passing the provincial elections law."
And showed Sahlani, in an interview with the (range), "These differences revolve around and keep or cancel the private security agencies and other government departments to vote electoral system."
She noted a member of the Liberal bloc that "large blocs insist on an amendment to the election law , the electoral system in order to achieve a larger seats in the provincial councils and even the parliament , " pointing out that " the masses want to modify the calculation of the votes of the formula system (1,7) to (1,9 ). "
Sahlani says that " the masses of the civil power and the Liberals call for the adoption of the original St. Lego system, rather than average, in which the electoral denominator starts from number one to calculate the parliamentary seats and the voices of the candidates."
And he draws a member of the Liberal bloc that "electoral system that you want the large blocs Sagosai blocs and entities , small and new menus and gives them preference in the distribution of seats between them at the level of local governments and even the parliament." Sahlani believes that the adoption of this formula does not meet justice in the distribution of votes and seats.
And it considered the Federal Supreme Court, in 2012, the text of Article (13 / V) of the provinces and districts, counties elections law violates the provisions of articles (14) and (20) and (38 / I) of the Constitution, because the paragraph "lead to the conversion voice voter the candidate who was elected to another candidate from another list finishing his will to his election. "
Draws Sahlani, a member of the legal committee, said the committee "met five meetings over the past two months , which was devoted to discussion of the electoral law, but did not reach an agreement because of political differences , which revolved around the private and vote electoral system."
The member of the Liberal bloc to "the existence of different masses demanding the integration of special voting with universal suffrage, and there is another opinion wants to cancel your vote, and there are other blocks insists on keeping it ." MP confirms that the committee will resume its meetings in the coming days to discuss the law again.
Sahlani expects the return of the supporters of the Sadrist movement to the protests and demonstrations in conjunction with the negotiation of the political blocs to amend the election law. Unexpected that the talks include the amendment of the Electoral Commission Act in conjunction with the work of the Committee of Experts in charge of choosing the members of the Board of Commissioners.
And see a member of the Liberal bloc that "demonstrations pressured the parliament to form a committee of experts to choose the Electoral Commission members, and they will push again for the adoption of sober electoral system maintains the voters."
The leader of the Sadrist movement has called for the expansion of the Committee of Experts to include independent figures, considering limiting the membership of the Committee of Experts on the representatives of the blocks will lead to the selection of the Office of the Council on the basis of quotas.
