The Council of Ministers approves the draft declaration of the Federal Service Council and publishes its instructions

BAGHDAD / The General Secretariat of the Council of Ministers announced on Sunday the approval of the Council of Ministers on the draft declaration on the selection of the President and members of the Federal Public Service Council No. (4) for the year 2009 amended according to the conditions mentioned in Article 5 of the Federal Public Service Council And according to the provisions of Article (107) of the Constitution.
"Article (5) of the above law stipulates that the Board shall consist of a president, a vice president and seven full-time members who hold at least a preliminary university degree. Two of them shall be in the law and (2) two of them In management and economics, and one in medicine, engineering and agriculture.
"The law also stipulates that the President of the Council shall be a special grade, and the Vice-President of the Council and its members shall be of the rank of Director-General."
"The law stipulates that the Council of Ministers shall nominate the President of the Council, his deputy and members in accordance with the conditions set out in this law and shall be approved by the Council of Representatives. The nomination mentioned in paragraph (III) of this Article shall be according to the following mechanism:
He pointed out that "the mechanism is to announce the Council of Ministers to open the door for submission in all media, audio and visual and readable for a period not less than (20) twenty days and not more than (30) thirty days, and includes all the conditions of candidates listed in this law" .

The first shall be competent and qualified to fill this position and have effective service and exercise in his jurisdiction for a period not less than fifteen years after obtaining the certificate. "
"The law also stipulates that the President, Vice President and members of the Council shall be appointed in accordance with the law for a period of five (5) years renewable for one time."
"The President of the Council exercises the power of the competent minister in relation to the administrative and financial affairs of the Council. The Chairman of the Council, his deputy or any of the members of the Council shall be dismissed on the basis of a proposal by the Council of Ministers and the approval of the Chamber of Deputies on the basis of incompetence, integrity or serious breach of duties, Of the privileges of the post appointed under this Law in the event of a decision of dismissal.
