    The leader of the alliance, Ethel al-Nujaifi, on Wednesday expressed support for turning the oil-rich southern province of Basra into a province, citing the inability of the political class and successive governments to meet the needs of the province's population.

    The Basra provincial council voted oil-rich, by an absolute majority to turn a province, calling on the provinces wishing to join the province. Prosecutors launched a lawsuit in the province of Basra early after the US invasion in 2003, but it was not successful for several reasons, including the failure of the federal government in Baghdad to proceed with legal procedures to declare the territory.

    "Do not blame the claimants of Basra province and blame your inability to understand their needs," Nujaifi said in a leaflet on social networking sites today, referring to the political class that has control over Iraq.

    On the project of the province of Nineveh, Nujaifi, who was a former governor said that "the project is waiting for appropriate conditions."

    It is noteworthy that the Preparatory Commission for the province of Nineveh recently filed a lawsuit with the Federal Court against the Ninewa Election Commission, because of the recent evasion of the request to transform the province into a province.

    The permanent Iraqi constitution provides for the right of "every province or more, to form a territory at the request of a referendum on it." The process is done in one of two ways: "Request from one third of the members in each of the provincial councils that intend to form the territory, or a request of ten voters in each of the provinces that intend to form the territory."
