    ARBIL (Kurdistan 24) - The Iraqi Nation Party, led by the example of Alusi and other politicians, demanded that the public prosecutors in the country open an investigation against the General Secretariat of the Council of Ministers after its decision to stop funding the salaries of employees of the Kurdistan Region, and described the decision as "fascist."
    Earlier this month, the Ministry of Finance received a request from the General Secretariat of the Council of Ministers obliging it to stop funding the salaries of Kurdistan Region employees. The request was for "guidance" from the caretaker Prime Minister Adel Abdul-Mahdi and signed in the name of Secretary General Hamid al-Ghazi.
    The Cabinet’s decision has shaken the relations between Erbil and Baghdad, which have improved recently, and Kurdish leaders said that officials in the federal government should not use the citizens ’livelihoods as a“ stress card ”, which Iraqi politicians agreed with.

    "Oil is not a cause."
    A successful Iraqi politician, Al-Mizan, said on his Twitter account, “Kurdistan pays its success tax and provides it because the stolen politicians in Baghdad consider the Kurdistan experience as a whip in the hands of the Iraqi people, whipping their backs, and for this reason they cut the salaries of employees of the region, not the oil!”
    He continued, "Know that the Kurds' stubbornness and pride are greater than your ambulance and your morals degradation, oh Kawtharani tails," referring to Sheikh Muhammad al-Kawtharani, the representative of the Lebanese Hezbollah Party in Iraq, who worked closely with the Iranian General Qassem Soleimani for years in directing the Iraqi armed groups.

    "Fascist" decision
    The Iraqi Nation Party demanded that the public prosecution "immediately open an investigation against the General Secretariat of the Council of Ministers in the Green Zone for its fascist intent to harm people and society by cutting the salaries of citizens in the Kurdistan region."
    "We demand that politicians refrain from charging Iraqis to falsify their problems and solve them away from the livelihoods of citizens," the party added in a brief statement posted on its Twitter account.
    The delegation in Baghdad again
    The delegation of the Kurdistan Regional Government arrived in Baghdad for the second time in less than two weeks to find out the reasons that prompted the Secretariat of the Council of Ministers to cut off the food for employees.
    Erbil and Baghdad had agreed, according to the terms of the 2019 budget, that the federal government pay half of the financing of salaries for Kurdistan, and that the region's government finance the remaining half.
    Yesterday, the Cabinet of Ministers of the Kurdistan Regional Government sent a ten-point message to the General Secretariat of the Council of Ministers in the Federal Government.
    The points centered on the policy pursued by the Kurdistan Regional Government, based on its constitutional commitment to solve outstanding problems, especially with regard to salaries and financial benefits for employees of the region.
    She pointed out that the policy of the Kurdistan Regional Government was and still aims to address the existing problems with the federal government according to the reference of the constitution and on the basis of its provisions.

    The Kurdistan Regional Government has not been able to pay the salaries of its employees for this month for several reasons, most notably the cut in funding from Baghdad, the repercussions of the Coruna virus and the collapse of oil prices.
    The head of the Kurdistan Regional Government, Masroor Barzani, has repeatedly said that improving relations with the federal government is a top priority for his government’s work program.
    The legal expert and prominent lawyer, Tariq Harb, said that cutting the salaries of Kurdistan Region employees by the federal government was "illegal".

    Harb said in an interview with Kurdistan 24 that "salaries are paid to people, families and children, not to the government and should not be cut in any way."[/size]

    Harb noted that the Cabinet’s decision is related to political differences, “but it is absolutely not permissible for the simple citizen to be affected by the differences.”
    Agreement 2019
    The Federal Government says that its agreement with the Kurdistan Region in late 2019 provides for the delivery of 250 thousand barrels per day of crude produced to the National Marketing Company (SOMO) as of the beginning of 2020 as part of the country's export plan that includes 3.8 million barrels per day.
    The Minister of Finance of the Kurdistan Region has previously announced that Erbil decided to hand over the agreed quantity of oil within an agreement that also includes the file of financial dues within the framework of the country's financial budget project for 2020. The region participated for the first time in preparing the initial stages of the budget.
    The Kurdistan Regional Government says the agreement is conditional on approving the 2020 budget.
    The crisis is ravaging Iraq, at a time when it lacks leadership after the resignation of Prime Minister Adel Abdul Mahdi late last year against the backdrop of protests.
    The head of the intelligence service, Mustafa Al-Kazemi, was assigned to form the government, and he should present his formation to parliament before the ninth of next month.
    The President of the Kurdistan Region, Nechirvan Barzani, said that there are two reasons that prompted the region to support Al-Kazemi to form the new federal government, one of which is related to the Shiite consensus and the second is previous knowledge of it.
