The closing statement of the strategic dialogue held yesterday evening confirmed that the presence of US forces in Iraq came at the invitation of the Iraqi government for the purpose of supporting the Iraqi security forces in their war against ISIS.
The final statement indicated, according to a copy received by (Al-Mada) that "the role of US and coalition forces has now shifted to training and advisory missions in a manner that allows for the redeployment of the remainder of the combat forces outside Iraq, provided that the two parties agree on timelines in future technical talks."
And Iraq and the United States of America renewed, according to the statement, "their emphasis on the importance of the principles of the Strategic Framework Agreement."
The United States reaffirmed its respect for the sovereignty and territorial integrity of Iraq and the relevant decisions issued by the Iraqi legislative and executive authorities.
The statement stated that Iraq and the United States are aware of the difficulties caused by the Corona virus and the slowing global economy, and reaffirmed their strong economic partnership. The United States also commended the recent steps taken by the Iraqi government to join the New York Arbitration Agreement and introduce a system of "granting visas upon arrival" in order to enhance international trade and foreign investment.
Both countries intend to work closely with each other, while Iraq is committed to implementing reforms in order to diversify its economy, improve the business climate, and provide assistance to create a more vibrant private sector, according to the statement.
The American delegation "reiterated that American companies can provide assistance in diversifying the Iraqi economy by investing in projects that will create jobs, improve public services and help develop energy resources in the country."
Prime Minister Mustafa Al-Kazemi pre-empted the strategic dialogue session, by talking that the dialogue would discuss the presence of the international coalition forces in Iraq. How much he said that he would address multiple files between the two countries.
"The strategic dialogue between Iraq and the United States of America, on which technical teams have been working for some time, will address multiple files between the two countries, including political, economic, health and cultural issues, as well as cooperation," the prime minister said in a statement received by Al-Mada during his presidency of the Ministerial Council meeting. The security forces will also discuss the presence of the international coalition forces that have been brought to Iraq to fight ISIS, and have had an influential role in this field.
The Commander-in-Chief of the Armed Forces emphasized that "the great development in the capabilities of our security forces, and the change in the form of the terrorist threat on the ground, paved the way for the departure of approximately 60% of the coalition forces during the past months of the life of this government."
And Al-Kazemi stated, "This matter enabled Iraq to move soon to the stage of the absence of the need for foreign combat units, and to limit themselves to training, advisory, logistical support and intelligence cooperation roles, until Iraq reaches the stage of self-sufficiency with the efforts, cooperation and solidarity of its people."
