    {Economist: Al Furat News} The Parliamentary Oil and Energy Committee confirmed that the 2021 budget approved a new mechanism for the "petrodollar" clause, which includes opening funds and accounts for oil-producing governorates and placing their share of funds away from the Ministry of Finance.

    The committee member said Sadiq al-Sulaiti in a press statement, said that "the subject (petrodollar) in all budgets, it was mentioned that there are benefits to the provinces producing oil, as well as the provinces that contain refineries as part of allocations {petrodollar}, through the amounts of these provinces within their own investment plan" .
    He added, "This issue is written in the budgets, but it is not applied, because the Ministry of Finance was invoking the scarcity of financial revenues and the deficit in financing the projects of {petrodollars} remains."
    Al-Sulaiti indicated that "the debts of the Ministry of Finance to the southern governorates amounted to more than 25 trillion dinars, according to the clause of" petrodollars, "and this amount has not yet been paid.
    And that “the 2021 budget has developed a new mechanism that differs from its predecessor, and this mechanism has imposed on the Ministry of Finance to establish special funds for the {petro-dollar}, by opening accounts on a monthly basis from the oil revenues deducted from {petrodollar} in order for these projects to be organized by the producing governorates according to quotas In production, the amount remains far from the disposal of the Ministry of Finance.
    Al-Sulaiti expressed his hope that “this step will help in finding investment service projects for these governorates, as they are worthy of them,” stressing that “members of Parliament are following up this issue with the Ministry of Finance for the purpose of bringing it into effect as soon as possible.”
    He indicated that “projects with a value of 1 trillion dinar will be added to the governorates that produce oil, which is a very good amount that will give at least a boost in the field of organizing service projects for these governorates.”
