New masterminds of the theft of the century linked to factions and funds participated in the 2018 and 2021 election campaigns
Baghdad / Tamim Al-Hassan
Informed political sources revealed exciting information about the issue of theft of tax secretariats, known as the “theft of the century,” related to election campaigns, the sale of positions, and the method of transferring stolen funds.
Those sources talked about the mastermind of the theft who is far from the limelight due to his association with armed parties, and about the fate of those involved in the accident.
This comes at a time when the fact-finding committee in Parliament announced the end of the theft investigations and the referral of the file to several parties, including the judiciary.
Informed sources confirmed to (Al-Mada) that “the total amount of the deposits is 7 billion dollars,” while the stolen amount has not been accurately confirmed.
Last week, the government revealed that it had recovered 10% of the total stolen amount, estimated at about $4 billion.
The sources, who are more than one deputy, indicated that “the seizure of the amount was carried out through fake commercial agencies for fake companies,” explaining: “10 billion dinars were stolen daily.”
Sources familiar with the investigations indicated that "the sums were transferred to various banks and safes in homes, while other sums escaped."
Sources had spoken at the time of the race to (Al-Mada) quoting eyewitnesses in the Al-Amirat area in Al-Mansur, west of Baghdad, about seeing fortified cars, similar to those used by banks to transport money, daily near some houses there.
The government had previously revealed that the withdrawal of tax insurance amounts had been made by issuing more than 260 bank instruments.
Experts in the law have estimated the penalty for forging the total checks that it could reach imprisonment for about 4 thousand years, as the Iraqi law punishes the forgery of the official document with 15 years imprisonment as the maximum penalty.
As for the parties involved in the theft, the sources confirmed that a wide and complex network of armed parties and factions participated in the incident.
The sources revealed that "this network carries out sales of positions in sensitive sites, some of which are related to the recent theft, from one person to another and from one party to another."
And she added, “The mastermind is a manager in one of the official departments called (Sh.Z) (Al-Mada reserves the right to mention his honest name), and he is affiliated with the (…) faction.”
And the sources continued: “This person left his previous position in the middle of the theft and switched to another position (he is still continuing in it) and sold the old position to another person, but from the same faction and whose first name is (A), so that the latter completes the rest of the acquisition of the money.”
The sources considered that “Nour Zuhair is a scapegoat who appeared to the public from the rest of the thieves,” expecting that “his release on bail was due to the involvement of influential parties in the theft of trusts.”
The Parliament's Integrity Committee had confirmed to (Al-Mada) that "Nour Zuhair was negotiating with the government on behalf of 4 companies involved in theft, and he will remain under house arrest until all the money is returned and then he is brought to trial."
So far, Muhammad al-Sudani, the prime minister, has not revealed the fate of Zuhair, after the former announced the recovery of the second batch of thefts last week, which amounted to more than 130 billion dinars.
Last month, Al-Sudani revealed, at the moment of announcing the recovery of the first batch of funds of more than 180 billion dinars, that Nour Zuhair had been given two weeks to return the rest of the amount.
In addition, the sources indicated that “the stolen money began before 2019, and a number of political parties’ election campaigns and their concerts were funded from these thefts.”
The sources revealed that “Nour Zuhair, who serves as the liaison officer between the thief and the parties, was providing a billion dinars monthly to each party that participated in the seizure of money, as profits from investments and money laundering operations.”
Representative Bassem Khashan had revealed earlier that the accused Zuhair: “owns banks and a refinery and has huge contracts with the state, in addition to a company in Jordan and funds and companies of other countries.”
Informed sources expected that "Nour Zuhair will eventually be released," but in return they confirmed that "Haitham al-Jubouri, advisor to former Prime Minister Mustafa al-Kadhimi, is still in prison."
And the head of the fact-finding committee in Parliament, Hanan Al-Fatlawi, had revealed, in an interview on a local station, other aspects of the “theft of the century.”
And the most prominent thing that Al-Fatlawi said was that “there is a new whale who was the director of a branch of the Rafidain Bank called Abdul-Mahdi Tawfiq.”
And it indicated that “the office of the former prime minister, Mustafa Al-Kazemi, was interfering directly with the tax and banking, and illegally.”
Al-Fatlawi revealed, "21 trips in a year and a half for Nour Zuhair with a diplomatic passport, despite the arrest warrant issued against him since 2019."
The head of the fact-finding committee said, “The Financial Control Authority diagnosed that the money withdrawal operations by Nour Zuhair in 2018 were not compatible with his commercial activity.”
The committee formed in the Parliamentary Integrity Committee had announced the completion of its report and submission to the Presidency of the House of Representatives and sending a copy of it to the judiciary, the Prime Minister, the Integrity Commission and the Financial Supervision Bureau.
The committee added, in a statement, that it “held 37 meetings in which it hosted 33 personalities whose statements must be heard or the priorities checked with them, and the committee issued many correspondences to obtain the priorities.”
