Experts called the economy the Iraqi government to the need to form a dedicated team to collect project files lagging and studied for the purpose of activating the work where and completed during a specific time period, and stressed that the past six years have seen the production of more than 9000 investment project stalled as a result of mismanagement, nepotism and lack of experience led to corruption is estimated in billions. And criticized the work of the ministries for transmission projects for local companies is a solid, causing the delay of hundreds of projects or poorly implemented due to the weak follow-up.

The economist said the appearance of Mohammed Saleh in an interview for the "long", that "the ministries and departments of local governments bear fiasco and the great waste of public money as a result of the stoppage of most investment projects of various kinds throughout the years."

He said, "During the six years the number of projects lagging more than 9000 project varied in Baghdad and the provinces, which caused wastage of approximately 280,000,000,000,000 dinars share of the investment side of the country's annual budgets."
He said the "mismanagement, nepotism and lack of experience in addition to financial corruption in most of the large joints of the ministries and local governments of the provinces, factors that combined to form the economic disaster it is necessary to solve them quickly."
He stressed that "the real challenge before the government is to form a dedicated team to count the lagging projects and put up for discussion and finding quick solutions to activate work out according to plans studied include the time limit can not override it."
He pointed out that "there is confusion evident in the work of the relevant ministries and local governments of the provinces supported disposition not official by officials of government contracts so it must be held accountable for negligence through an inventory of all projects and halt the process of contracting for good projects lead to accumulations can not be solved." 
And confirmed the Iraqi Planning Ministry, earlier, that the phenomenon of delay in approving the budget and the reluctance of companies implementing projects, is one of the biggest challenges facing the national development programs, while criticized the lack of cooperation from ministries and provinces with them in determining the rates of financial achievement, indicated that the Ministry of Construction and Housing was "Most implementation" of the projects, while the Financial least in this regard.

He explained that "reliance on local companies that do not possess the expertise and financial efficiency and because of the rampant corruption in the relevant committees to open tenders for projects led to the accumulation of financial and service delayed development and economic movement of the country."
He said the "delay in adoption of the federal budget each year cause confusion evident in the work of government ministries, in addition to the lack of seriousness in pursuing projects implemented to make the movement of a parked semi-development, which is reflected in the decline in the services provided to the simple citizen" 
It is noteworthy that the government's delay in referral of the state budget, the Council of Representatives, and the omission of the final accounts, it has become a phenomenon continued over the past years, as happened this year when it was delayed over a hundred days to send, in addition to political differences led the other to exacerbate this negative phenomenon, especially the provinces that do not receive financial allocations, but in the second half of the year, making it the torn on how to spend. 
And revealed the Ministry of Municipalities and Public Works, announced the signing of a hundred contract for the implementation of projects of water and sewers, "strategy" in the provinces, while Ezzat delay the implementation of their projects, "the former" to the policy contracts that were made with the views of local "non-specialist" at the level of design and implementation, confirmed that it " exceeded "through recourse to the consulting offices and international companies" sober "for the implementation of projects.

The Minister of Municipalities and Public Works has revealed, in December, 2011, that (70%) of the population of cities in Iraq, lack of sanitation and (20%) of drinking water.
It is noteworthy that the Iraqi provinces suffer from the semi-lack of sewers and scarcity of drinking water due to the obsolescence of most water projects working in it, especially the central high energies large back some of them to the thirties and forties of the last century, at a time when the provinces where population growth up to (3% ) annually.
