The Parliamentary Services and Reconstruction Committee announced the allocation of nearly 5 trillion dinars from the general budget 2023 for the completion and construction of roads, bridges and infrastructure throughout the country. The budget allocated to the Ministry of Construction, Housing and public municipalities also includes the construction of 90 thousand housing units for citizens in Baghdad and the provinces.
The representative of the Parliamentary Services and Reconstruction Committee, Baqir Al-Saadi, said in an interview with “Al-Sabah”: “After the President of the Republic signs the budget and refers it to official departments, it needs a period to release the sums,” noting that “many of these sums will go to many projects, including The projects of the Ministry of Construction and Housing, which will reach between 4 to 5 trillion Iraqi dinars,” explaining that it is “the first explosive budget for roads, infrastructure, and all services for Baghdad and other provinces, so it is a services budget.”
He added, "The budget launched many projects, and the Prime Minister committed himself that this budget is (a budget for services), and there are sums from the (emergency food security) law, which operated the projects until the launch of the general budget, and it released 535 billion for each governorate. Dinars, where I started working on projects, and currently the budget will launch larger and more projects in the field of roads and bridges, as well as the construction of housing complexes with approximately 90 thousand housing units throughout the governorates,” stressing that “the negligent ones will be held accountable, and if we succeed in implementing the vision of the governors presented for the projects, they will succeed.” the government" .
He pointed out, "There are many projects lagging behind from previous governments, which are strategic projects and have been stalled since 2014. The relaunch of work on strategic projects such as hospitals and residential complexes has begun, and committees have been formed from the service effort," noting that "some projects have begun to work in real terms." Almost 20-25 percent of the work has been completed as completion rates.
For his part, the economist, Falah Al-Lami, said in an interview with "Al-Sabah" that "the budget that was launched and approved by the House of Representatives is the largest since 2003, and it is a services budget, and all governorates are ready to get their shares of it to complete the stalled service projects." .
And he warned, "The delay in the budget has caused confusion in many governorates, ministries, and service departments that cannot be completed because they must be based on finalizing the final statements." the government" .
Al-Lami pointed out that "workshops for the ministries and an emphasis on action points and steps that the governorates need to implement the infrastructure, and transform it from its current reality into real work, are among the strategic planning steps for the governorates."
And he indicated that "workshops in the governorates benefit from the government program in implementing its steps, which is a good context and can achieve good results, so we need studies from the Ministry of Planning in order to follow up the workshops and study their results, so that it has a source from which the government can benefit in the coming period."
