Government officials denied that the labor agreement with Tehran included receiving its surplus workers, as an Iranian official indicated the day before yesterday, Monday, while economic specialists reviewed the negatives of the influx of foreign workers, most notably the high unemployment rate locally and the smuggling of currency outside the country.
Yesterday, Monday, the official in the Iranian Ministry of Labor and Social Welfare, Amir Malek, announced his ministry’s readiness to send the surplus Iranian workforce to Iraq at all job levels, and while the Iraqi side demanded the provision of job needs and the necessary legal protection for those present, he stressed Baghdad’s readiness to form a joint committee with the aim of implementing those. matters.
In addition, Kazem Al-Atwani, advisor to the Minister of Labor, explains that “the exchange of labor between countries takes place through special agreements and protocols concluded between the governments and the relevant ministries, and the Iraqi Ministry of Labor emphasizes that the labor market or foreign labor must be for rare specializations that the Iraqi market requires or lacks.” to her".
Al-Atwani denies “the existence of any agreement or coordination between Iraq and Iran on the exchange of labor between the two countries,” noting that “the Iranian Ministry of Labor’s statement regarding its willingness to send its surplus labor to Iraq is normal, but that requires coordination, agreements, and memorandums of understanding between the two ministries concerned, and this did not happen.” ".
He continues, "Minister of Labor and Social Affairs, Ahmed Al-Assadi, had previously concluded an agreement with the Iranian side regarding the exchange of expertise, training, and equipping workshops with equipment. There is no clause within the agreement that stipulates the exchange of labor or the reception of labor."
Regarding the extent of the influence of foreign labor on Iraqi labor, Al-Atwani explains, “No foreign labor can affect Iraqi labor, if it is fundamentalist and within the legal frameworks and specifications of the Ministry of Labor, as the Ministry does not give permission to work for any specializations available in the country, and the same is true for large companies.” Including oil, Iraq has a condition that for every 30 percent foreigner, there are 70 percent Iraqis.
It is noteworthy that Iran is suffering from a severe economic crisis, as a result of the American sanctions imposed on it, and the same is the case with Lebanon, whose economy has completely collapsed, which prompted Lebanese workers to head to Iraq, and Iraq provided facilities that included canceling entry visas for the Lebanese.
Following up on the truth of the Iranian statement, an official source in the Presidency of the Council of Ministers confirmed, “Iraq does not have any idea or direction to bring in Iranian workers at various levels, and that the Iranian statement is a desire on their part, and there is no Iraqi desire for this approach at all.”
The source, who requested to remain anonymous, adds, “Government agencies have been working for a long time to regulate the work of foreign workers in Iraq in order to reduce their percentage, especially since the majority of them exist without official papers, and this matter had consequences on the high unemployment rate in Iraq during the three years.” past".
Many years ago, the phenomenon of expatriate workers emerged in Iraq, and included all sectors, especially since most of the workers were from Bangladesh, while recently they came from Syria and Lebanon, in light of the economic crises that affected the two countries, and this labor was concentrated in restaurants, hotels and cafes as well.
The Minister of Labor, shortly after taking office, directed the Department of Labor and Vocational Training not to promote new applications for companies licensed to employ foreign workers, indicating that the Ministry is in the process of establishing precise mechanisms in accordance with the law, to ensure the employment of unemployed Iraqis before granting any opportunity to foreign workers. .
For his part, financial affairs expert Ahmed Al-Tamimi explains, “Approximately 11 billion dollars leave Iraq annually as financial transfers to foreign workers, and this amount is very large, and the matter is not without the issue of currency smuggling through transfers made by some foreign workers in Iraq.” Through different methods.
Al-Tamimi continues, "The majority of foreign workers who work in various professions inside Iraq are without legal work permits, and some of them enter Iraq illegally through Erbil, then move overland to Baghdad and the rest of the governorates, and here their wages are lower in terms of salary."
He continues, “The number of foreign workers is not known to government agencies, as there are many of them registered with the Ministry of Labor, and this matter has greatly exacerbated the high unemployment rate in Iraq, and the main dependence has become on foreign workers, for several reasons, including that their wages are lower than the wages of any worker.” He is Iraqi, in addition to working long hours, unlike the Iraqi worker.”
Official figures are conflicting regarding the number of foreign workers. While the Ministry of Labor and Social Affairs announced last January that their number reached only 4,000 workers, the former Minister of Labor, Bassem Abdel Zaman, revealed in 2019 that the number of foreign workers reached 750,000, but according to a committee Previous Labor and Social Affairs in Parliament There are about 1.5 million foreign workers in Iraq.
It is noteworthy that about 95 percent of these foreign workers enter the country illegally, to avoid legal contexts in Iraq and renew residency, according to Interior Ministry spokesman Khaled Al-Muhanna.
For his part, economist Nasser Al-Kinani said, “The high unemployment rate in Iraq is directly related to the significant increase in the proportion of foreign workers inside the country, as many businesses have become under the control of foreign workers.”
He added, "Foreign labor in Iraq was not limited only to the issue of service work, but also included other jobs, including accounting, guarding, and even some medical work in beauty centers, and this had a significant and noticeable impact on the issue of increasing the unemployment rate in Iraqi society."
He points out that "the increase in the proportion of employment in Iraq certainly has an impact on the issue of the exit of hard currency from Iraq to many countries, as all these foreign workers receive salaries in dollars."
Statistics issued by the World Bank revealed that the level of unemployment in Iraq reached 13.7 percent, which is the highest rate since 1991, which was confirmed by the spokesman for the Ministry of Planning, Abdul Zahra Al-Hindawi, indicating that the poverty rate in Iraq also witnessed an increase during the past year to reach 31.7, but it decreased slightly this year to reach 30 percent.
